    Le GIP RECIA est le pôle régional de ressources et de compétences mutualisées contribuant à la mise en oeuvre de politiques nouvelles liées aux TIC. Il accompagne ses membres dans la réflexion stratégique et prospective au niveau régional sur le numérique et contribue au développement de partenariats. Sur les 1860 collectivités de la région Centre val de Loire, 46% ont moins de 500 habitants et 70% moins de 1 000 habitants - avec des compétences techniques et des capacités financières qui nécéssitent une mutualisation des moyens. Depuis juin 2016, dans le cadre de la saisine par voie électronique (SVE), les collectivités ont l’obligation de proposer aux administrés une solution dématérialisée, d'accuser réception et de répondre à des demandes dans des délais impartis. Depuis octobre 2018, la dématérialisation de la gestion des marchés publics est obligatoire ; et depuis le 1er janvier 2017, les collectivités ont l'obligation d'accepter les factures dématérialisées. Le GIP est le partenaire des préfectures et DDFIP pour contribuer à la dématérialisation totale de tous les flux échangés. Ce projet s’inscrit dans la continuité du lancement, en 2015, du portail d’e-administration "sOlaere », cofinancé par du FEDER. Il permet aux petites collectivités de la région Centre Val de Loire de bénéficier d'un soutien de qualité et des outils de l'e-administration efficaces et répondant aux attentes des administrés, au même titre que les grosses collectivités.     IPTF RECIA is the regional hub of shared resources and skills contributing to the implementation of new ICT-related policies. It assists its members in strategic and forward-looking thinking at regional level on digital issues and contributes to the development of partnerships. Of the 1860 communities in the Centre val de Loire region, 46 % have less than 500 inhabitants and 70 % less than 1,000 inhabitants — with technical skills and financial capacities that require pooling of resources. Since June 2016, in the context of the electronic referral (EVS), the authorities have been obliged to propose a paperless solution to the administrators, to acknowledge receipt and to respond to requests within the prescribed time limits. Since October 2018, the dematerialisation of public procurement management has been mandatory; and since 1 January 2017, local authorities have an obligation to accept dematerialised invoices. The GIP is the partner of the prefectures and DDFiP to contribute to the complete dematerialisation of all traded flows. This project is a continuation of the launch, in 2015, of the e-administration portal “sOlaere”, co-financed by the ERDF. It allows small communities in the Centre Val de Loire region to benefit from quality support and e-administration tools that are effective and meet the expectations of the administrators, as well as large communities.
