La population carcérale cumule des difficultés sociales et économiques : illettrisme, absence de qualification, problèmes de santé, précarité financière, problèmes de logement… Les centres de détention accueillent des condamnés à plus de 2 ans considérés comme présentant les perspectives de réinsertion les meilleures. À ce titre, les CD ont un régime de détention principalement orienté vers la resocialisation et la réinsertion des détenus. La formation professionnelle est un des acteurs majeurs participant à la mission de réinsertion professionnelle des personnes détenues Dans une optique de lutte contre la récidive, les actions de formation mises en œuvre en milieu carcéral doivent permettre aux personnes sous main de justice d’entamer un parcours de formation qualifiant, de préparer leur sortie et de valider les compétences acquises durant leurs expériences antérieures ou dans le cadre d’activités suivies en détention. Le dispositif proposé au centre de détention de Oermingen comprend des actions qualifiantes, certifiante, de remise à niveau, de remobilisation… Le centre de détention de Oermingen propose ainsi une large palette de formations qualifiantes ou de remobilisation au public détenu dont un atelier d'initiation aux métiers des espaces verts.
