Dans le cadre de la gestion d’un cofinancement du Fonds social européen sous forme de subvention globale, l’organisme intermédiaire qui en a la charge est soumis à de nombreuses obligations. Sa responsabilité qui peut être engagée impose une rigueur et une formalisation des procédures, ainsi qu’un renforcement des contrôles. L’objectif de la présente opération est de mener à bien les 2 missions essentielles confiées à l’organisme intermédiaire : * la gestion des dossiers d’opérations, * le suivi et le pilotage général de la subvention globale. Les tâches réalisées dans le cadre de l’assistance technique FSE sont les suivantes : * Information, animation, appui aux bénéficiaires, * Instruction des dossiers d’opération, * notification aux bénéficiaires, établissement des actes attributifs des dossiers d’opération, * suivi de l'exécution des opérations, recueil des indicateurs, * vérification du service fait, dont visites en cours d’exécution, * archivage des dossiers, * suivi financier et déclaration de dépenses de la subvention globale, * rédaction des rapports (annuel et de contrôle), * mise en ½uvre des suites des contrôles, * participation aux comités de suivi, de l’évaluation et de programmation compétents. Its responsibility, which can be incurred, requires rigour and formalisation of procedures, as well as a strengthening of controls. The objective of this operation is to carry out the two core tasks entrusted to the intermediary body: * management of operational files, * monitoring and general steering of the global grant. The tasks carried out under ESF technical assistance are as follows: * Information, animation, support to beneficiaries, * Instruction of operations files, * notification to the beneficiaries, drawing up of the acts attributed to the operations files, * monitoring of the implementation of operations, collection of indicators, * verification of the service, including visits during implementation, * archiving of files, * financial monitoring and declaration of expenditure of the global grant, * drafting of reports (annual and control), * implementation of the follow-up of checks, * participation in the relevant monitoring, evaluation and programming committees.
