L'opération s'appuie sur deux actions distinctes mais néanmoins complémentaires : _**Action n°1**_ : Favoriser l'entreprenariat et la création d'entreprises par l'accés au crédit bancaire, notamment pour des personnes en situation de précarité économique. _**Action n°2**_ : Favoriser et participer au développement de l'économie locale des entreprenariats d'insertion, d'utilité sociale notamment par la mobilisation des outils d'intervention du réseau France Active. Les modalités de mises en oeuvre de ces actions sont complémentaires et source de synergie à différents titres : \- Elles répondent aux problématiques liées à l'emploi sur les différents territoires via la mobilisation d'une offre de service globalisée, avec des membres de l'équipe qui interviendront parfois de manière concomitante sur les deux actions; \- Elles participent à renforcer et à developper le partenariat entre les différents acteurs pour une meilleure mobilisation au service des créateurs ; \- Elles doivent participer à la promotion de l'entreprenariat, et notamment celle l'entreprenariat social sur les territoires pour une meilleure appropriation ; \- En interne elle permettent de renforcer les coopérations et d'accroître la transversalité des compétences dans l'objectif de mieux répondre aux besoins des porteurs. The operation is based on two separate but complementary actions: _**Action n°1**_: Promote entrepreneurship and the creation of businesses through access to bank credit, particularly for people in economic precarious situations. _**Action n°2**_: Promote and participate in the development of the local economy of social entrepreneurship, particularly through the mobilisation of the intervention tools of the France Active network. The arrangements for implementing these actions are complementary and create synergy in different ways: \- They respond to problems related to employment in the different territories through the mobilisation of a globalised service offer, with members of the team who will sometimes intervene concurrently on both actions; \-They are involved in strengthening and developing the partnership between the different actors for a better mobilisation at the service of creators; \-They must participate in the promotion of entrepreneurship, including social entrepreneurship in the territories for better ownership; In-house, it helps to strengthen cooperation and increase the cross-cutting of skills with a view to better meeting the needs of the promoters.
