In this context of crisis and in order to curb the rise of poverty and exclusion, the Government adopted in January 2013 a multi-year plan against poverty and social inclusion. All of this work is part of the intervention of policies carried out by the Dordogne Department for social and professional inclusion and the fight against poverty in particular for young people. The Dordogne Department has thus strongly mobilised itself in the framework of future jobs created by Law No 2012-1189 of 26 October 2012.In fact, 1,000 young people are currently enrolled in this scheme. The Dordogne has been experimenting with “youth guarantee” since 1 January 2015. This scheme will provide a pathway towards the employment of young people in a situation of exclusion. It is aimed at young people who are motivated, volunteers, ready to take part in an intensive, dense and dynamic pathway, and should involve 450 young people. Not all young people who are out of school, without employment or training, will be able to benefit from either of these schemes. Indeed, a marginalised fringe encounters obstacles to social and/or professional integration such that it will not be in the process of immediately attaching the existing levers. In addition, some young people are not known to the Public Employment Service. It therefore appears necessary to identify this public, and then, in the light of an individualised assessment of its skills and difficulties, to accompany it towards the provisions of ordinary law. Various actors contribute to the identification of young people most in difficulty: social workers deployed in the departmental territory, specialised prevention teams, social centres, national education services or the judicial protection of young people. These actors cooperate within one or more networks, more or less formalised, in the departmental territory, with a view to defining an action plan offering opportunities to engage and support these young people towards socio-occupational integration, at least towards common law schemes. **The project presented is divided into two major actions:** The first step will be to ensure coordination of the actors in the area and to set up a collegiate and partnership organisation for the monitoring of young NEETs in Dordogne, formalise common working practices around a network of actors involved in contributing young NEETs, creating a platform centralising the data on these dropouts relating to their situation with regard to their socio-professional integration with a view to optimising their orientation towards an adpated accompaniment path. In addition to this consultation and mutualisation component, priority 2 of the programme will be to carry out missions to identify and strengthen support (remobilisation measures) in order to facilitate the entry of young NEETs into the common rights schemes. . _ACTION 1:_ _Assembling these partners into a single network is one of our Department’s strong ambitions. It takes the form of the establishment of a “young” platform, led and led by the General Council. (English)

    Dans ce contexte de crise et afin de mettre un frein à la hausse des situations de pauvreté et d'exclusion, le Gouvernement a adopté en janvier 2013 un plan pluriannuel contre la pauvreté et pour l'inclusion sociale. L'ensemble de ces travaux s'inscrivent dans le cadre d'intervention des politiques menées par le Département de la Dordogne en faveur de l'inclusion sociale et professionnelle et de lutte contre la pauvreté en particulier en direction des jeunes. Le Département de la Dordogne s'est ainsi vivement mobilisé dans le dispositif des emplois d'avenir créé par la loi n° 2012-1189 du 26 octobre 2012.En effet,1 000 jeunes sont actuellement inscrits dans ce dispositif. La Dordogne expérimente la « garantie jeunes » depuis le 1er janvier 2015. Ce dispositif offrira un parcours d'accompagnement vers l'emploi de jeunes en situation d'exclusion. Il s'adresse à des jeunes motivés, volontaires, prêts à s'inscrire dans un parcours intensif, dense et dynamique, et devrait concerner 450 jeunes. Or, les jeunes non scolarisés, sans emploi ni formation, ne pourront pas tous bénéficier de l'un ou l'autre de ces dispositifs. En effet, une frange marginalisée, rencontre des freins à l'insertion sociale et/ou professionnelle tels qu'elle ne sera pas en phase d'accrocher immédiatement les leviers existants. En outre, certains jeunes ne sont pas connus du service public de l'emploi. Aussi apparait-il nécessaire de repérer ce public, puis, au vu d'un bilan individualisé de ses compétences et difficultés, de l'accompagner vers les dispositifs de droit commun. Divers acteurs contribuent au repérage des jeunes les plus en difficulté : les travailleurs sociaux déployés sur le territoire départemental, les équipes de prévention spécialisée, les centres sociaux, services de l'éducation nationale ou de la protection judiciaire de la jeunesse notamment. Ces acteurs coopèrent au sein de un ou plusieurs réseaux, plus ou moins formalisés, sur le territoire départemental, en vue de définir un plan d'actions offrant des perspectives d'accroche et d'accompagnement de ces jeunes vers l'insertion socio-professionnelle, a minima vers les dispositifs de droit commun. **Le projet présenté se décompose en 2 actions majeures:** Il s'agira dans un premier temps d'assurer une coordination des acteurs du territoire et de mettre en eouvre une organisation collégiale et partenriale pour le suivi des jeunes NEET en Dordogne, formaliser des pratiques de travail communes autour d'un réseau d'acteurs amenés à cotoyer des jeunes NEET, créer une plateforme centralisant les données relatives à ces décrocheurs portant sur leur situation au regard de leur intégration socio-professionnelle dans l'optique d'optimiser leur orientation vers un parcours d'accompagnement adpaté. Au delà de ce volet concertation et mutualisation, l'axe 2 du programme consistera à mettre en oeuvre des missions de repérage d'une part, et d'accompagnement renforcé (actions de remobilisation) d'autre part afin de faciliter l'entrée des jeunes NEET dans les dispositifs de droits communs Ainsi: . _ACTION 1:_ _Rassembler ces partenaires en un réseau unique est une des ambitions fortes de notre Département.
