    La prestation comprend 2 volets : **_1\. L’accompagnement anté création d’entreprise pour les bénéficiaires ayant un projet de création d'entreprise avec :_** **a) une phase de diagnostic** qui doit permettre d’évaluer la faisabilité du projet et sa viabilité tant au regard des aspects économiques et financiers que des compétences et des motivations du porteur de projet. Durée : 3 mois **b) une phase d’accompagnement** vers la création de l’activité basé sur un plan d’actions qui fixe les différentes étapes de la mise en ½uvre et de la validation du projet, jusqu’au financement Durée : 9 mois éventuellement renouvelable après accord des services du Département. ou c) **une phase d’accompagnement** à la renonciation au projet qui doit aboutir à une réorientation vers un autre professionnel de l’accompagnement. Durée : 6 mois éventuellement renouvelable après accord des services du Département. Chaque phase est formalisée par un bilan, signé par le bénéficiaire et le référent unique, comportant des constats, des préconisations et un plan d’actions. Du fait de sa qualité de référent unique, pour les bénéficiaires du RSA, le prestaire élabore le contrat d’engagements réciproques. **_2\. L’accompagnement post création d’entreprise pour les bénéficiaires qui exercebt déjà une activité indépendante avec :_** **a) une phase de diagnostic** qui doit permettre d’identifier les forces et les faiblesses de l’activité et du chef d’entreprise du point de vue : * financier (trésorerie, endettement, …) * commercial (existence d’un marché, concurrence, …) * humain (compétences et savoirs faire, autonomie dans les démarches administratives et dans la gestion, …) * social (santé, ùmobilité, famille, …) Ce diagnostic doit permettre de déterminer les potentialités et les difficultés rencontrées ainsi que leur impact sur le devenir de l’activité Durée : 3 mois **b) une phase d’accompagnement au développement de l’activité** sur la base d’un plan d’actions visant : * à développer le chiffre d’affaires, en trouvant si nécessaire des pistes de développement économique * à limiter les dépenses professionnelles Durée : 9 mois éventuellement renouvelable après accord des services du Département. **ou c) une phase d’accompagnement à la cessation d’activité** lorsque la pérennité de l’entreprise est compromise et qu’elle ne permet pas de dégager des revenus de subsistance suffisants sans l’allocation rSa, à travers 2 axes d’intervention : * accompagner le bénéficiaire dans la mise en ½uvre des procédures administratives ou judiciaires propres à la cessation d’activité, en minimisant autant que possible l’impact du passif financier sur l’éventuel endettement personnel * accompagner le bénéficiaire vers une reconversion professionnelle, notamment en l’orientant vers les acteurs de l’insertion sociale et professionnelle et de l’emploi.
