The project is a response to growing interest in participation in culture, which needs to be strengthened. This increase is partly due to the increased activity of cultural activities which financed their projects with the grant of grants in the 2007-13 financing perspective (inter alia, the indirect grant — as a task commissioned by the MO’s MO) and part of the development of the public — the development of human capital. Civil society who is aware of their resources, rights and opportunities is expecting access to culture in their immediate environment and is increasingly likely to be involved in various types of initiatives actively taking part in their implementation. Due to the increasing development of the public, it is necessary to vary and enrich the cultural offer so as to ensure that there is no outflow of potential recipients to active centres offering more attractive ways to manage leisure time and, consequently, the financial resources earmarked for this purpose. In its offer, Kujawsko-Pomorskie Region has many cultural events that have been carried out on a cyclical basis for many years. In accordance with the concept of this project, two new interdisciplinary projects are also proposed, which will complement the existing offer. The aim of all the events as part of the project is to promote participation in cultural events in the region as a form of leisure activities, both as a viewer and as a engaged participant — organiser (e.g. through volunteering). this will enable recipients to participate in thematic events and to move within the region for cultural purposes. As a result, the turnout will increase for each event, and the native cultural institutions will pick up a positive return address encouraging the development of their projects and culture will be a stronger driver for socio-economic development.     Projekt jest odpowiedzią na rosnące zainteresowanie uczestnictwem w kulturze, które należy wzmocnić. Wzrost ten jest po części wynikiem zwiększonej aktywności podmiotów zajmujących się działaniami w obszarze kultury, które finansowały swoje przedsięwzięcia przy pomocy dotacji w perspektywie finansowania 2007-13 (m.in. dotacja pośrednia – jako zadanie zlecone z UM WKP), a po części rozwojem społeczeństwa – rozwojem kapitału ludzkiego. Społeczeństwo obywatelskie świadome swoich zasobów, praw i możliwości oczekuje dostępu do kultury w swoim bliskim otoczeniu i coraz chętniej angażuje się w różnego typu inicjatywy aktywnie uczestnicząc w ich realizacji. Dzięki postępującemu rozwojowi społeczeństwa konieczne staje się różnicowanie i wzbogacanie oferty kulturalnej, tak aby nie dopuścić do odpływu potencjalnych odbiorców do aktywnych ośrodków oferujących atrakcyjniejsze sposoby zagospodarowania czasu wolnego, a co za tym idzie środków finansowych przeznaczonych na ten cel. Województwo kujawsko-pomorskie ma w swojej ofercie wiele imprez kulturalnych z powodzeniem realizowanych cyklicznie od wielu lat. W myśl koncepcji niniejszego Projektu zaproponowano też dwa nowe interdyscyplinarne przedsięwzięcia, które wpisują się i uzupełnią dotychczasową ofertę. Założeniem wszystkich wydarzeń w ramach Projektu jest popularyzacja uczestnictwa w imprezach kulturalnych w województwie jako formy spędzania wolnego czasu zarówno w charakterze widza, jak również zaangażowanego uczestnika – organizatora (np. poprzez wolontariat).Dzięki temu możliwe będzie zachęcenie odbiorcy do uczestnictwa w imprezach tematycznych i przemieszczanie się wewnątrz regionu w celach kulturalnych. W efekcie końcowym wzrośnie frekwencja na poszczególnych imprezach, rodzime instytucje kultury będą odbierały pozytywny adres zwrotny motywujący do rozwoju swoich przedsięwzięć, a kultura będzie stanowiła mocniejszy czynnik wpływający na rozwój społeczno-gospodarczy.
