Projekt polega na budowie nowego przebiegu DW 764 w Kielcach. Inwestycja rozpoczyna się na skrzyżowaniu Al. Ks. Jerzego Popiełuszki i ul. Tarnowskiej (DK 73) z ul. Wapiennikową. Od zach. strony przedmiotowego skrzyżowania poprowadzony będzie nowy odcinek drogi (ul. Rotmistrza W. Pileckiego) stanowiący nowy ciąg DW 764. Zakończenie odcinka stanowić będzie skrzyżowanie ulic: Wrzosowej, Grota Roweckiego oraz Wojska Polskiego – Rondo Czwartaków. Projekt obejmuje budowę do 2018r. ul. Rotmistrza W. Pileckiego o długości 1,5 km wraz z koniecznymi pracami obejmującymi budowę ulic: Armii Ludowej/bis, Dojazdowej nr 1 i Dojazdowej nr 2, rozbudowę ul. Wojska Polskiego i Łukowej oraz przebudowę skrzyżowań przedmiotowego ciągu z ul. Tarnowską, Al. Ks. J. Popiełuszki, Wapiennikową, J. Karskiego, Wojska Polskiego, Wrzosową i Gen. Grota Roweckiego. Ulice te stanowią nierozłączny element nowego odcinka z istniejącą siecią drogową. Przewiduje się także budowę pętli autobusowej, bus-pasów, ścieżki rowerowej, parkingu. Realizacja projektu usprawni połączenia komunikacyjne zarówno z osiedlami znajdującymi się w obszarze inwestycji, jak również z gminami ościennymi (Daleszyce, Morawica), które poprzez przedmiotową drogę oraz kolejne inwestycje w ramach Etapu II i Etapu III Projektu Zintegrowanego, uzyskają sprawniejsze i bezpieczniejsze połączenie z Kielcami – rdzeniem Kieleckiego Obszaru Funkcjonalnego (KOF) oraz drogą krajową nr 73. Projekt będzie oddziaływał na miasto Kielce i KOF, w związku z tym głównymi odbiorcami będą obecni i przyszli: mieszkańcy Kielc i KOF, podmioty gospodarcze z terenu Kielc i KOF, turyści odwiedzający Kielce i KOF. Na podst. GUS Bank Danych Regionalnych za 2014r. wyznaczono potencjalne oddziaływanie projektu: pow. KOF (z Kielcami) - 1340 km2, liczba mieszkańców KOF (z Kielcami) – 339 549 osób. Inną grupą odbiorców będą osoby podróżujące w tym obszarze, dla których droga ta stanowić będzie tranzyt do sieci dróg krajowych, w tym TEN-T. (Polish)
