The objective of the action is to strengthen the competences of the beneficiaries and potential beneficiaries of the Cohesion Policy Funds (CP) in implementing the following strategic projects included in the Strategy for Responsible Development:(1) ‘Urban Initiative Partnerships (PIM)’ — increase the administrative capacity of the urban office’s staff in which specific projects will be developed to apply for the funding of the SP funds;(2) “The local government support measures in programming and implementation” — the project involves carrying out analyses and evaluations relating to the programming and implementation of regeneration and promotion activities (including the promotion of best practices) and educational activities through the National Realisation Knowledge Centre;(3) ‘Sustainable marginalisation policy package’ — the project will support marginalised areas in better managing local development policy and contribute to a more efficient use of the available funds within the FVC and improve the functioning of a valid group of government beneficiaries as the government administration;(4) ‘Advisory Support Centre (CWD)’ — the project addresses the need to support the adoption of local government, in particular in areas at risk of permanent marginalisation, and will contribute to improving the efficiency of the implementation of public policies and will increase the effectiveness of the spending of funds under the ROP;(5) ‘Integrated documents’ — a project is a pilot project that integrated documents at the level of the provinces, the rural community and the municipality and the preparation of a long-term concept for the development of the country (KRK) and will contribute to better planning and coordinating the implementation of key development investments in space and the mitigation of emerging spatial conflicts, as well as supporting and stimulating development, including by supporting potential beneficiaries of the FVC in finding solutions and mechanisms for better management of development. Celem działania jest wzmocnienie kompetencji beneficjentów i potencjalnych beneficjentów funduszy polityki spójności (PS) w realizacji następujących projektów strategicznych ujętych w Strategii na Rzecz Odpowiedzialnego Rozwoju: 1) „Partnerska Inicjatywy Miast (PIM)”- przyczynia się do zwiększenia zdolności administracyjnych kadr urzędów miejskich w których opracowane zostaną konkretne projekty, aplikujące o dofinansowanie z funduszy PS; 2) „Pakiet działań na rzecz wsparcia samorządów w programowaniu i realizacji rewitalizacji” - projekt zakłada przeprowadzenie analiz i ocen dotyczących programowania i wdrażania rewitalizacji oraz działania promocyjne (w tym promowanie najlepszych praktyk) i edukacyjne prowadzone poprzez Krajowe Centrum Wiedzy o Rewitalizacji; 3) „Pakiet działań dla obszarów zagrożonych trwałą marginalizacją”- projekt zakłada wsparcie obszarów zmarginalizowanych w lepszym zarządzaniu polityką rozwoju na poziomie lokalnym i przyczyni się do efektywniejszego wykorzystania dostępnych funduszy w ramach PS oraz poprawy funkcjonowania ważnej grupy beneficjentów PS jaką stanowi administracja rządowa; 4) „Centrum Wsparcia Doradczego (CWD)”- projekt odpowiada na potrzebę wsparcia adm.samorządowej szczebla lokalnego, zwłaszcza na obszarach zagrożonych trwałą marginalizacją i przyczyni się do poprawy efektywności wdrażania polityk pub. ukierunkowanych terytorialnie oraz zwiększy efektywność wydatkowania środków w ramach RPO; 5) „Zintegrowane dokumenty”- projekt zakłada pilotaże zintegrowanych dokumentów na poziomie województw, gminy wiejskiej i gminy miejskiej oraz przygotowanie długookresowej koncepcji rozwoju kraju (KRK) i przyczyni się do lepszego planowania i koordynacji realizacji najważniejszych inwestycji rozwojowych w przestrzeni oraz łagodzenia powstających konfliktów przestrzennych, a także wspierania i stymulowanie rozwoju m.in. poprzez wsparcie potencjalnych beneficjentów PS w wypracowaniu rozwiązań i mechanizmów dla lepszego zarządzania rozwojem.
