Zahlreiche inhabergeführte Betriebe in Einzelhandel, Gastronomie und Dienstleistung weisen in Lorsch nicht wettbewerbsfähige Strukturen mit vielen Defiziten auf. Diese umfassen insbesondere baulichen und energetischen Nachholbedarf sowie Investitionsstau, mangelnde Barrierefreiheit, veraltete Ladeneinrichtungen, Sortimente sowie technische Infrastruktur, einen Rückstand in der Digitalisierung und ein hohes Durchschnittsalter mit Nachfolgeproblematik. Diese Defizite führen bei einem zunehmenden Strukturwandel zu Frequenz- und Umsatzeinbrüchen und zur Erosion des Angebotes. Für die nächsten Jahre ist zudem mit einer weiteren Negativentwicklung mit Funktionsverlusten und der Zunahme von Leerständen zu rechnen, die trotz eines aktiven City-Managements und einer restriktiven Ansiedlungspolitik nicht aufgehalten werden kann.
