La correcta acreditación de la ejecución del proyecto queda supeditada a la consecución de los objetivos, consistentes en proporcionar cobertura a velocidades de al menos 100 Mbp a 678 unidades inmobiliarias, mediante la solución tecnológica GPON en un escenario de «Fibra hasta el hogar» (FTTH), de las entidades singulares de población de Ábalos, Nalda y San Vicente de la Sonsierra pertenecientes a los municipios con el mismo nombre, de la Comunidad Autónoma de La Rioja, el cual se especifica en el anexo «Ámbito geográfico», así como al cumplimiento de las demás obligaciones.
