Namen projekta MFERAC05 je z vsebinsko in tehnološko prenovo sistema MFERAC omogočiti kontinuirano delovanje sistema v državnem računalniškem oblaku, na novih tehnologijah izboljšati uporabniško izkušnjo, povečati krog uporabnikov in zmanjšati papirno poslovanje v državni upravi. Informacijski sistem MFERAC zagotavlja enotno informacijsko podporo finančno-računovodskim in kadrovsko plačnim funkcijam neposrednim proračunskim uporabnikom in Mestni občini Ljubljana. Prenova sistema MFERAC bo temeljila na sodobni tehnološki osnovi, usklajeni z zahtevami DRO, razvoj sistema bo istočasno temeljil tudi na drugih strateških dokumentih MJU (Smernice za razvoj inf. rešitev, GTZ, idr.). Poudarek bo na uporabi centralnih registrov in šifrantov ter preprečevanju podvajanja šifrantov za potrebe posameznih aplikacij. S ciljem pregledne in učinkovite porabe javnih sredstev (kar vključuje tudi vsa evropska sredstva, prejeta iz različnih skladov) bo v okviru izboljšanja semantične interoperabilnosti in povezljivosti temeljnih podatkovnih evidenc nadgrajen informacijski sistem MFERAC, ki predstavlja primarni vir podatkov o uporabi javnih sredstev. Skladno s ciljem Strategije javne uprave 2015-2020 bo vzpostavljen varen, tehnološko sodoben in uporabniku prijazen informacijski sistem za pripravo evidenc, poročanje in nadzor nad porabo javnih sredstev, kar bo povečalo njihovo učinkovitost in namenskost porabe. Nov sistem bo implementiran na način, ki bo zagotavljal kompatibilnost z državnim računalniškim oblakom, s čimer se bo pomembno izboljšala interoperabilnost sistemov in ključnih podatkov, njihova zanesljivost, prilagodljivost in dostopnost. Aktivnosti (delo zaposlenih na projektu in delo zunanjih izvajalcev, izbranih preko postopkov javnega naročanja), bodo potekale vzporedno.Splošni cilji so povezani predvsem s cilji, zapisanimi v posameznih strategijah na področju delovanja e- uprave. The aim of the MFERAC05 project is to enable the continuous operation of the system in the state computing cloud, to improve the user experience on new technologies, to increase the circle of users and to reduce paper business in the state administration by means of a substantive and technological refurbishment of the MFERAC system. The MFERAC information system provides uniform information support for the financial and accounting and staffing functions of direct budget users and the Municipality of Ljubljana. The refurbishment of the MFERAC system will be based on a modern technological basis, aligned with the requirements of the DRO, and at the same time the development of the system will be based on other strategic documents of the MJU (Guidelines for the Development of Inf. Solutions, GTZ, etc.). Emphasis will be placed on the use of central registers and code lists and on avoiding duplication of code lists for the needs of individual applications. With the aim of transparent and efficient use of public funds (including all European funds received from different funds), the MFERAC information system, which is the primary source of data on the use of public funds, will be upgraded in the context of improving semantic interoperability and connectivity of the underlying data records. In line with the objective of the Public Administration Strategy 2015-2020, a secure, technologically modern and user-friendly information system for record-making, reporting and control of the use of public funds will be put in place, which will increase their efficiency and earmarking of spending. The new system will be implemented in a way that ensures compatibility with the national computer cloud, which will significantly improve the interoperability of systems and key data, their reliability, adaptability and accessibility. Activities (work of employees on the project and work of external contractors selected through public procurement procedures) will take place in parallel.The general objectives are mainly related to the objectives set out in individual strategies in the field of e-administration.
