El proyecto afronta problemas y retos detectados en la elaboración de la Estrategia DUSI (2014-2020), en concreto, aborda directamente los retos de la falta de la necesidad de invertir en un turismo náutico, que contribuya al fomento y la mejora de la calidad de los recursos naturales, especialmente vinculados con el turismo marítimo del Cono Sur.
