El proyecto afronta problemas y retos detectados en la elaboración de la Estrategia DUSI (2014-2020), en concreto, aborda directamente los retos de la falta de la necesidad de invertir en un turismo náutico, que contribuya al fomento y la mejora de la calidad de los recursos naturales, especialmente vinculados con el turismo marítimo del Cono Sur. El proyecto consiste en la realización de actividades de dinamización socio-económica del Cono Sur y su litoral, desarrollando actividades lúdicas, divulgativas, culturales, deportivas y educativas, dando prioridad a grupos con alto grado de vulnerabilidad social del entorno Cono Sur.
