ASI, PARA INTEGRARSE DE MANERA EFECTIVA EN LA CADENA LOGISTICA MUNDIAL, LAS INFRAESTRUCTURAS MARITIMAS DEBEN ESTAR ADECUADAMENTE ORGANIZADAS, OPTIMIZAR LOS RECURSOS EMPLEADOS Y APROVECHAR LAS OPORTUNIDADES Y VENTAJAS QUE SURJAN DE NUEVOS PROYECTOS. POR TANTO, LOS PUERTOS SON PIEZAS CLAVE DE UNA RED QUE CONECTA OFERTA Y DEMANDA, Y CUALQUIER INVESTIGACION QUE FOMENTE EL TRAFICO MARITIMO DERRAMA EFECTOS POSITIVOS SOBRE TODA LA SOCIEDAD. ESTE ENFOQUE GENERA LAS DOS PRIMERAS LINEAS DE TRABAJO DE ESTE PROYECTO. LA PRIMERA, "OPTIMIZACION DE REDES PORTUARIAS", DESARROLLA MODELOS INTERRELACIONADOS PARA LA EVALUACION INTEGRAL DE LA RED MARITIMA DE UN PAIS, DONDE LOS PUERTOS ACTUAN COMO NODOS ESENCIALES. LA SEGUNDA, "OPTIMIZACION DE LOS RECURSOS PORTUARIOS: ANALISIS DE EFICIENCIA", EVALUA ESPECIFICAMENTE EL FUNCIONAMIENTO INTERNO DE LOS PUERTOS._x000D_ SIN EMBARGO, NUESTRO ANALISIS NO PUEDE SER ESTATICO; DESDE FINALES DEL SIGLO XX, EL MODELO PORTUARIO HA EXPERIMENTADO CAMBIOS SIGNIFICATIVOS. LA GENERALIZACION DEL TRANSPORTE EN CONTENEDOR Y LA APARICION DE NUEVOS BUQUES Y TRAFICOS HAN CONDUCIDO A UNA TRANSFORMACION DE LAS INFRAESTRUCTURAS. LOS REQUERIMIENTOS DE FINANCIACION SE HAN INCREMENTADO, LO CUAL HA GENERADO UN PROCESO DE REFORMAS EN EL QUE APARECE LA PARTICIPACION PRIVADA. EN ESTE CONTEXTO, EL FOMENTO DE LA COMPETENCIA Y LA REGULACION DE LOS SERVICIOS SE CONVIERTE EN FUNDAMENTAL, ASI COMO EL ANALISIS DE LAS EMPRESAS CONCESIONARIAS QUE INTERVIENEN EN ESTE PROCESO. LAS SIGUIENTES LINEAS DE INVESTIGACION ABORDAN ESTOS TEMAS. LA TERCERA, "EL MERCADO: COMPETENCIA Y REGULACION EN EL TRANSPORTE MARITIMO Y LOS PUERTOS", ANALIZA LOS DIFERENTES MODELOS REGULATORIOS ESTUDIANDO ¿A TRAVES DE LA METODOLOGIA DEL CASO¿ LAS VENTAJAS Y DESVENTAJAS COMPARATIVAS DE CADA UNO DE ELLOS. LA CUARTA, "LAS EMPRESAS: ANALISIS FINANCIERO Y ESTRUCTURA DE CAPITAL Y DE PROPIEDAD", PRESENTA UNA METODOLOGIA QUE ANALIZA LA RENTABILIDAD, LA COMPOSICION DEL CAPITAL Y LA POSIBLE CONCENTRACION EN EL MERCADO DE TERMINALES PORTUARIAS._x000D_ POR ULTIMO, NO PUEDE OLVIDARSE EL PROBLEMA MEDIOAMBIENTAL ASOCIADO AL TRANSPORTE, YA QUE LA MAYORIA DE LOS ORGANISMOS INTERNACIONALES BUSCAN FORMULAS QUE MITIGUEN SUS EFECTOS. CON ESTE OBJETIVO, LA UNION EUROPEA ESTA PROMOCIONANDO EL TRANSPORTE MARITIMO DE CORTA DISTANCIA (TMCD), BASADO EN UNA CADENA LOGISTICA INTERMODAL CONSTRUIDA A PARTIR DE LA EXISTENCIA DE RUTAS QUE CONECTAN PUERTOS NACIONALES O INTERNACIONALES EN UN ENTORNO CERCANO. SIN EMBARGO, PARA QUE EL TMCD SE CONVIERTA EN UNA ALTERNATIVA EFECTIVA AL TRANSPORTE POR CARRETERA SE REQUIERE QUE EXISTA UNA DEMANDA SUFICIENTE QUE HAGA VIABLE LA EXISTENCIA DE TALES RUTAS. ESTA IDEA GENERA LA ULTIMA LINEA DE INVESTIGACION DEL PROYECTO. LA QUINTA, "EL RETO DEL TRANSPORTE MARITIMO A CORTA DISTANCIA (TMCD) Y EL PAPEL DE LOS PUERTOS", PROFUNDIZA EN EL ESTUDIO DE VIABILIDAD DEL ESTE MODO DE TRANSPORTE E INTENTA IDENTIFICAR LOS ATRIBUTOS DE LOS QUE DEPENDE LA DECISION MODAL, CON EL OBJETIVO DE PROMOCIONAR POLITICAS ECONOMICAS QUE INFLUYAN DIRECTAMENTE EN DICHAS DECISIONES. THEREFORE, PORTS ARE KEY PARTS OF A NETWORK THAT CONNECTS SUPPLY AND DEMAND, AND ANY RESEARCH THAT PROMOTES MARITIME TRAFFIC SPILLS POSITIVE EFFECTS ON SOCIETY AS A WHOLE. THIS APPROACH GENERATES THE FIRST TWO LINES OF WORK OF THIS PROJECT. THE FIRST, “OPTIMISATION OF HARBOUR NETWORKS”, DEVELOPS INTERRELATED MODELS FOR THE INTEGRAL EVALUATION OF THE MARITIMA NETWORK OF A COUNTRY, WHERE THE PORTS ACT AS ESSENTIAL NODES. THE SECOND, "OPTIMISATION OF THE HARBOUR RESOURCES: Analysis OF EFICIENCE", SPECIFICLY EVALUATION OF THE INTERNATIONAL FUNCTIONAL OF PUERTS._x000D_ WITHOUT EMBARGO, OUR ANALISIS CAN NOT BE ESTATIC; SINCE THE END OF THE 20TH CENTURY, THE PORT MODEL HAS UNDERGONE SIGNIFICANT CHANGES. THE GENERALISATION OF CONTAINER TRANSPORT AND THE EMERGENCE OF NEW SHIPS AND TRAFFIC HAVE LED TO A TRANSFORMATION OF THE INFRASTRUCTURES. THE FUNDING REQUIREMENTS HAVE INCREASED, WHICH HAS GENERATED A PROCESS OF REFORMS IN WHICH PRIVATE PARTICIPATION APPEARS. IN THIS CONTEXT, THE PROMOTION OF COMPETITION AND THE REGULATION OF SERVICES BECOMES FUNDAMENTAL, AS WELL AS THE ANALYSIS OF THE CONCESSIONAIRES INVOLVED IN THIS PROCESS. THE FOLLOWING LINES OF RESEARCH ADDRESS THESE ISSUES. THE THIRD, "THE MARKET: COMPETENCE AND REGULATION IN MARITIME TRANSPORT AND PORTS", ANALYSES THE DIFFERENT REGULATORY MODELS STUDYING THROUGH THE METHODOLOGY OF THE CASE THE COMPARATIVE ADVANTAGES AND DISADVANTAGES OF EACH OF THEM. THE FOURTH, "ENTERPRISES: Financial Analysis and CAPITAL AND PROPERTY STRUCTURE", presents a methodological analysis that analyses the resilience, the composition of the capital and the potential agreement on the market of portuarian terminals._x000D_ ULTIMO, the MEDIOAMBIENTAL PROBLEM ASSOCIATED TO THE TRANSPORT AND THE MAYORY OF INTERNATIONAL ORGANISMES SEARCH FORMULAS that mitigate their effects. TO THIS END, THE EUROPEAN UNION IS PROMOTING SHORT SEA SHIPPING (TMCD), BASED ON AN INTERMODAL LOGISTIC CHAIN BUILT FROM THE EXISTENCE OF ROUTES CONNECTING NATIONAL OR INTERNATIONAL PORTS IN A NEARBY ENVIRONMENT. HOWEVER, FOR TMCD TO BECOME AN EFFECTIVE ALTERNATIVE TO ROAD TRANSPORT, SUFFICIENT DEMAND IS REQUIRED TO MAKE THE EXISTENCE OF SUCH ROUTES VIABLE. THIS IDEA GENERATES THE LAST LINE OF RESEARCH OF THE PROJECT. THE FIFTH, “THE CHALLENGE OF SHORT DISTANCE SEA TRANSPORT (TMCD) AND THE ROLE OF PORTS”, DEEPENS THE FEASIBILITY STUDY OF THIS MODE OF TRANSPORT AND TRIES TO IDENTIFY THE ATTRIBUTES ON WHICH THE MODAL DECISION DEPENDS, WITH THE AIM OF PROMOTING ECONOMIC POLICIES THAT DIRECTLY INFLUENCE THESE DECISIONS.
