    LA INDUDABLE IMPORTANCIA ECONOMICA, SOCIAL Y AMBIENTAL DE LOS PROCESOS PRODUCTIVOS AGRARIOS SITUA LA NECESIDAD DE UNA AGRICULTURA PRODUCTIVA Y SOSTENIBLE ENTRE LOS OCHO RETOS QUE AFECTAN DE FORMA ESPECIAL A LA SOCIEDAD ESPAÑOLA SEGUN LA PROPIA ESTRATEGIA ESPAÑOLA DE INVESTIGACION. LOS CONCEPTOS DE SOSTENIBILIDAD Y DESARROLLO SOSTENIBLE SURGEN DE FORMA INEVITABLE CUANDO LA SOCIEDAD MIRA HACIA EL FUTURO, SIN EMBARGO, EXISTE UNA GRAN INDEFINICION EN LA MEDICION DE LA SOSTENIBILIDAD QUE ES NECESARIO REDUCIR. EN ESTE CONTEXTO, SE PROPONE EL DISEÑO DE UN INDICADOR DE SOSTENIBILIDAD QUE CONSIDERE UNA PERSPECTIVA DE CICLO DE VIDA DE LOS SISTEMAS AGRARIOS. LOS SISTEMAS AGRARIOS SERAN EVALUADOS Y MEDIDOS RESPECTO A LOS TRES PILARES DE LA SOSTENIBILIDAD, ECONOMICO, AMBIENTAL Y SOCIAL, UTILIZANDO METODOLOGIAS YA CONTRASTADAS Y SISTEMATIZADAS BASADAS EN UNA PERSPECTIVA DE CICLO DE VIDA. ESTAS EVALUACIONES GENERARAN TRES MEDIDAS DIFERENTES PERO INTERRELACIONADAS, LO QUE PUEDE CONDUCIR A AMBIGUEDADES EN LA INTERPRETACION DEL RESULTADO DE SOSTENIBILIDAD DE UN SISTEMA. POR ELLO, ES CONVENIENTE DISPONER DE UN INDICADOR QUE PERMITA INFORMAR SOBRE LA SOSTENIBILIDAD DE LOS SISTEMAS AGRARIOS AL PUBLICO EN GENERAL Y A LOS DECISORES (LEGISLADORES, POLITICOS, TECNICOS) EN PARTICULAR. SIN EMBARGO, LOS SERES HUMANOS NO TENEMOS LA CAPACIDAD DE INTEGRAR DIVERSAS FUENTES DE INFORMACION DE UN MODO OPTIMO, POR ESTE MOTIVO, PARA LA INTEGRACION DE LOS TRES COMPONENTES DE LA SOSTENIBILIDAD SE RECURRIRA A METODOLOGIAS DE MEDICION DE LA EFICIENCIA Y DE ANALISIS MULTICRITERIO BASADAS EN ALGORITMOS DE OPTIMIZACION. ESTAS DOS METODOLOGIAS REPRESENTAN DOS PARADIGMAS DIFERENTES PERO COMPLEMENTARIOS. UN PARADIGMA CON DIFERENTES SISTEMAS DE VALORES QUE REFLEJARA LA PLURALIDAD DE LAS PERSONAS Y DE LA SOCIEDAD EN GENERAL, Y UN SEGUNDO PARADIGMA QUE REFLEJARA UN UNICO SISTEMA DE VALORES MOSTRANDO A LA SOCIEDAD COMO LA RESULTANTE DEL GRUPO DE INDIVIDUOS QUE LA FORMAN. EL MODELO DE INDICADOR DE SOSTENIBILIDAD PROPUESTO SERA VALIDADO EN DOS SISTEMAS AGRARIOS, UN SISTEMA DE REGADIO, CITRICOS Y UN SISTEMA DE SECANO, VIÑEDO DE VINIFICACION, PARA LO QUE SE EXTRAERAN DATOS PRIMARIOS DE EXPLOTACIONES AGRARIAS DE AMBOS SISTEMAS. EL PROYECTO PERMITIRA REALIZAR UN INVENTARIO DE DATOS MEDIOAMBIENTALES, ECONOMICOS Y SOCIALES PARA LOS SISTEMAS SELECCIONADOS, CUANTIFICAR EL EFECTO DEL TAMAÑO DE EXPLOTACION, DE LAS TECNICAS DE CULTIVO Y DE LAS CARACTERISTICAS DE LOS TITULARES DE LA EXPLOTACION SOBRE LA SOSTENIBILIDAD DE LOS SISTEMAS AGRARIOS. ADEMAS DEFINIRA LAS MEJORES TECNICAS PARA ALCANZAR LA SOSTENIBILIDAD CON PROPOSITOS DE BENCHMARKING A PARTIR DE LAS EXPLOTACIONES CON UN MAYOR GRADO DE SOSTENIBILIDAD. LA INVESTIGACION IDENTIFICARA LAS MEJORES PRACTICAS AGRARIAS SOSTENIBLES ASI COMO QUE CONDICIONES FAVORECEN SU CONSECUCION. ESTE INDICADOR DE SOSTENIBILIDAD PODRA SER APLICADO A OTROS SISTEMAS AGRARIOS Y ESTE CONOCIMIENTO HARA POSIBLE UN MEJOR DISEÑO DE LA POLITICA AGRARIA COMUN BUSCANDO LA RECONVERSION HACIA UNA AGRICULTURA SOSTENIBLE Y DEFINIENDO LAS VARIABLES CONCRETAS QUE DEBEN PROMOVER LAS MEDIDAS Y POLITICAS EUROPEAS (Spanish)

IN THIS CONTEXT, IT IS PROPOSED TO DESIGN A SUSTAINABILITY INDICATOR THAT CONSIDERS A LIFE-CYCLE PERSPECTIVE OF AGRICULTURAL SYSTEMS. AGRICULTURAL SYSTEMS WILL BE EVALUATED AND MEASURED AGAINST THE THREE PILLARS OF SUSTAINABILITY, ECONOMIC, ENVIRONMENTAL AND SOCIAL, USING PROVEN AND SYSTEMATISED METHODOLOGIES BASED ON A LIFE CYCLE PERSPECTIVE. THESE ASSESSMENTS WILL GENERATE THREE DIFFERENT BUT INTERRELATED MEASURES, WHICH CAN LEAD TO AMBIGUITIES IN THE INTERPRETATION OF THE SUSTAINABILITY OUTCOME OF A SYSTEM. IT IS THEREFORE APPROPRIATE TO HAVE AN INDICATOR TO INFORM THE GENERAL PUBLIC AND DECISION-MAKERS (LEGISLATORS, POLITICIANS, TECHNICIANS) OF THE SUSTAINABILITY OF AGRICULTURAL SYSTEMS IN PARTICULAR. HOWEVER, HUMAN BEINGS DO NOT HAVE THE CAPACITY TO INTEGRATE VARIOUS SOURCES OF INFORMATION IN AN OPTIMAL WAY, FOR THIS REASON, FOR THE INTEGRATION OF THE THREE COMPONENTS OF SUSTAINABILITY WILL RESORT TO METHODS OF MEASUREMENT OF EFFICIENCY AND MULTI-CRITERION ANALYSIS BASED ON OPTIMISATION ALGORITHMS. THESE TWO METHODS REPRESENT TWO DIFFERENT BUT COMPLEMENTARY PARADIGMS. A PARADIGM WITH DIFFERENT VALUE SYSTEMS THAT REFLECTED THE PLURALITY OF PEOPLE AND SOCIETY IN GENERAL, AND A SECOND PARADIGM THAT REFLECTED A SINGLE SYSTEM OF VALUES SHOWING SOCIETY AS THE RESULT OF THE GROUP OF INDIVIDUALS THAT FORMED IT. THE PROPOSED SUSTAINABILITY INDICATOR MODEL WILL BE VALIDATED IN TWO AGRICULTURAL SYSTEMS, ONE IRRIGATION SYSTEM, CITRICOS AND A DRY, VINIFICATION VINEYARD SYSTEM, FOR WHICH PRIMARY DATA FROM AGRICULTURAL HOLDINGS FROM BOTH SYSTEMS WILL BE EXTRACTED. THE PROJECT WILL ALLOW AN INVENTORY OF ENVIRONMENTAL, ECONOMIC AND SOCIAL DATA FOR THE SELECTED SYSTEMS, QUANTIFYING THE EFFECT OF FARM SIZE, CULTIVATION TECHNIQUES AND THE CHARACTERISTICS OF OPERATORS ON THE SUSTAINABILITY OF AGRICULTURAL SYSTEMS. IT WILL ALSO DEFINE THE BEST TECHNIQUES TO ACHIEVE SUSTAINABILITY FOR BENCHMARKING PURPOSES FROM FARMS WITH A HIGHER DEGREE OF SUSTAINABILITY. THE RESEARCH WILL IDENTIFY THE BEST SUSTAINABLE AGRICULTURAL PRACTICES AS WELL AS CONDITIONS FAVOR THEIR IMPLEMENTATION. THIS SUSTAINABILITY INDICATOR CAN BE APPLIED TO OTHER AGRICULTURAL SYSTEMS AND THIS KNOWLEDGE WILL MAKE POSSIBLE A BETTER DESIGN OF COMMON AGRICULTURAL POLICY LOOKING FOR THE RECONVERSION TOWARDS SUSTAINABLE AGRICULTURE AND DEFINING THE CONCRETE VARIABLES THAT SHOULD PROMOTE EUROPEAN MEASURES AND POLICIES (English)
