LA RESTAURACION ECOLOGICA PROPORCIONA UNA HERRAMIENTA SOLIDA PARA MITIGAR LOS EFECTOS NEGATIVOS DE LOS CAMBIOS EN EL USO DE LA TIERRA Y EL CALENTAMIENTO GLOBAL, PROTEGER LA BIODIVERSIDAD Y RESTABLECER LA PRESTACION DE SERVICIOS ECOSISTEMICOS. LA INVESTIGACION EN ESTE CAMPO SE HA BASADO, EN GRAN MEDIDA, EN LA IDENTIFICACION DE ECOSISTEMAS DE REFERENCIA. SIN EMBARGO, LA IDENTIFICACION DE ECOSISTEMAS DE REFERENCIA ESTA SIENDO DEBATIDA, DEBIDO A LA DIFICULTAD PARA IDENTIFICARLOS Y PORQUE PODRIAN NO SER ADECUADOS PARA SATISFACER LAS DEMANDAS SOCIALES ACTUALES Y FUTURAS. POR ELLO, EL CONCEPTO DE ECOSISTEMAS DE REFERENCIA DEBERIA REFORMULARSE A PARTIR DE LA INTERACCION CON LAS PARTES INTERESADAS, INTEGRANDO COSTES Y BENEFICIOS DE LA RESTAURACION, Y RECONOCIENDO EL PAPEL CENTRAL DE LAS INSTITUCIONES, LA GOBERNANZA Y LA TOMA DE DECISIONES EN EL DISEÑO DE ESTRATEGIAS DE RESTAURACION. ESTA INFORMACION ES NECESARIA PARA EVALUAR LA VIABILIDAD DE LOS COMPROMISOS NACIONALES E INTERNACIONALES EN ESTA MATERIA, RESPONDER A LAS DEMANDAS PRESUPUESTARIAS, PRIORIZAR AREAS Y ACCIONES, E IDENTIFICAR LOS FACTORES ECOLOGICOS Y SOCIOECONOMICOS QUE CONTROLAN LA RELACION COSTE-EFECTIVIDAD (CE)._x000D_ EL PROYECTO COSTERA (COSTE-EFECTIVIDAD DE ACCIONES DE RESTAURACION ECOLOGICA) DESARROLLARA UN ANALISIS DE CE DE ACCIONES DE RESTAURACION ECOLOGICA EN UN PAISAJE SEMIARIDO PARA UNA AMPLIA GAMA DE ECOSISTEMAS Y CONTEXTOS ECOLOGICOS Y SOCIOECONOMICOS. COSTERA BUSCA: 1) EVALUAR CAMBIOS EN BIODIVERSIDAD Y SERVICIOS ECOSISTEMICOS EN GRADIENTES DE DEGRADACION, CONSIDERANDO LAS NECESIDADES Y ASPIRACIONES DE LA SOCIEDAD, Y LA INTERRELACION BIODIVERSIDAD-SERVICIOS ECOSISTEMICOS, 2) DEFINIR MECANISMOS DETRAS DE ESTOS CAMBIOS, Y EVALUAR SU RESPUESTA A DIFERENTES ESCENARIOS CLIMATICOS Y ESTRATEGIAS DE RESTAURACION, 3) ESTIMAR COSTES DE RESTAURACION Y EXPLORAR LOS DETERMINANTES DE LA RELACION COSTE-EFECTIVIDAD, 4) ESTIMAR, COMUNICAR Y REDUCIR LA INCERTIDUMBRE EN EL SUMINISTRO DE SERVICIOS ECOSISTEMICOS Y EN LAS ESTIMACIONES DE CE, 5) IDENTIFICAR AREAS EN LAS QUE LA RESTAURACION ES PRIORITARIA, USANDO ANALISIS DE CE, 6) REALIZAR UN DIAGNOSTICO PARTICIPATIVO PARA DETECTAR BARRERAS ESTRUCTURALES, RESTRICCIONES SOCIALES Y OPORTUNIDADES PARA LA RESTAURACION, Y 7) DESARROLLAR ESTRATEGIAS DE GESTION Y DIRECTRICES DE RESTAURACION JUNTO CON LAS PARTES INTERESADAS._x000D_ USAREMOS LA AMPLIA BASE DE DATOS DEL PROYECTO TERECOVA, CAMPAÑAS DE CAMPO E IMAGENES DE DRONES PARA ANALIZAR LA RELACION CE A ESCALA DE PLANIFICACION (CA. 200,000 HA) Y DE PROYECTO (CA. 500 HA). LA RELACION CE DE LAS DIFERENTES ESTRATEGIAS DE RESTAURACION SE EVALUARA CONTANDO CON LA PARTICIPACION DE LAS PARTES INTERESADAS EN LA DEFINICION DE OBJETIVOS DE LA RESTAURACION, ESTRATEGIAS Y COSTES BAJO DIFERENTES ESCENARIOS CLIMATICOS. ADEMAS, LAS PARTES INTERESADAS CONTRIBUIRAN A IDENTIFICAR LA IMPORTANCIA DE LOS COSTES Y LA FALTA DE EFECTIVIDAD COMO LIMITANTES DEL CRECIMIENTO DEL SECTOR._x000D_ COSTERA SE BASA EN LA SOLIDA EXPERIENCIA EN EL ESTUDIO DE LA ECOLOGIA Y GESTION DE ECOSISTEMAS OBJETO DE ESTUDIO, LAS ACCIONES DE RESTAURACION Y SU EVALUACION, LA EVALUACION DE LA BIODIVERSIDAD Y LA PRESTACION DE SERVICIOS ECOSISTEMICOS, EL ANALISIS MULTICRITERIO Y LA INTEGRACION DE OPINIONES A TRAVES DE PROCESOS PARTICIPATIVOS. ADEMAS, NUESTRO EQUIPO TIENE UNA LARGA EXPERIENCIA EN LA TRANSFERENCIA DE LOS RESULTADOS DE INVESTIGACION TRANSDISCIPLINAR A LAS AUTORIDADES NORMATIVAS Y DECISORIAS EN LOS NIVELES DE GOBERNANZA NACIONAL E INTERNACIONAL. ECOLOGICAL RESTORATION PROVIDES A STRONG TOOL TO MITIGATE THE NEGATIVE EFFECTS OF LAND-USE CHANGES AND CLIMATE WARMING, PROTECTING BIODIVERSITY AND REESTABLISHING THE PROVISION OF ECOSYSTEM SERVICES. RESEARCH IN THIS FIELD HAS LARGELY RELIED ON THE IDENTIFICATION OF REFERENCE ECOSYSTEMS. HOWEVER, IDENTIFICATION OF REFERENCE ECOSYSTEMS IS UNDER DISCUSSION DUE TO THE DIFFICULTY TO IDENTIFY THEM, AND BECAUSE THEY MAY NOT MEET SOCIAL DEMANDS UNDER CURRENT AND FUTURE ENVIRONMENTAL AND SOCIO-ECONOMIC SCENARIOS. THE CONCEPT OF REFERENCE ECOSYSTEMS MUST BE REFORMULATED THROUGH INTERACTION WITH STAKEHOLDERS, INTEGRATING THE COSTS AND BENEFITS OF ECOLOGICAL RESTORATION, AND ACKNOWLEDGING THE CENTRAL ROLE OF INSTITUTIONS, GOVERNANCE AND DECISION-MAKING IN DESIGNING CONSERVATION AND RESTORATION STRATEGIES. THIS INFORMATION IS NEEDED TO ASSESS THE FEASIBILITY OF NATIONAL AND INTERNATIONAL COMMITMENTS, MATCH BUDGET DEMANDS FOR ECOLOGICAL RESTORATION, PRIORITIZE AREAS AND ACTIONS ACROSS DIFFERENT CLIMATIC AND ECONOMIC SCENARIOS, AND IDENTIFY ECOLOGICAL AND SOCIO-ECONOMIC DRIVERS OF COST-EFFECTIVENESS. _x000D_ THE PROJECT COSTERA (COST-EFFECTIVENESS OF ECOLOGICAL RESTORATION ACTIONS) WILL DEVELOP COST-EFFECTIVENESS ANALYSES OF ECOLOGICAL RESTORATION ACTIONS IN A SEMI-ARID LANDSCAPE ACROSS A WIDE RANGE OF ECOSYSTEMS AND ECOLOGICAL AND SOCIO-ECONOMIC CONTEXTS. COSTERA AIMS TO: 1) EVALUATE CHANGES IN BIODIVERSITY AND ECOSYSTEM SERVICES, CONSIDERING SOCIETY NEEDS AND ASPIRATIONS, AND THE INTERRELATIONSHIP BETWEEN BIODIVERSITY AND ECOSYSTEM SERVICES, 2) DEFINE MECHANISMS BEHIND CHANGES IN BIODIVERSITY AND ECOSYSTEM SERVICE SUPPLY, AND EVALUATE THEIR RESPONSE TO DIFFERENT CLIMATE SCENARIOS AND RESTORATION STRATEGIES, 3) ESTIMATE RESTORATION COSTS AND EXPLORE THE DRIVERS OF COST-EFFECTIVENESS, 4) ESTIMATE, COMMUNICATE AND REDUCE UNCERTAINTY IN THE SUPPLY OF ECOSYSTEM SERVICES AND ESTIMATIONS OF COST-EFFECTIVENESS, 5) IDENTIFY PRIORITY AREAS FOR ECOLOGICAL RESTORATION USING COST-EFFECTIVENESS ANALYSIS, 6) CONDUCT A SHARED DIAGNOSIS TO DETECT STRUCTURAL BARRIERS, SOCIAL RESTRAINTS AND OPPORTUNITIES FOR ECOLOGICAL RESTORATION, AND 7) DEVELOP MANAGEMENT STRATEGIES AND RESTORATION GUIDELINES ADAPTED TO THE STUDIED SYSTEMS TOGETHER WITH STAKEHOLDERS. _x000D_ WE WILL USE A LARGE DATASET (PROJECT TERECOVA), AND ON-GROUND AND DRONE SURVEYS TO ANALYZE COST-EFFECTIVENESS AT THE PLANNING SCALE (CA. 200,000 HA) AND THE PROJECT SCALE (CA. 500 HA). COST-EFFECTIVENESS OF DIFFERENT RESTORATION STRATEGIES WILL BE EVALUATED BY ENGAGING STAKEHOLDERS IN DEFINING TARGETS FOR RESTORATION, AND RESTORATION STRATEGIES AND COSTS UNDER DIFFERENT CLIMATE SCENARIOS. FURTHERMORE, STAKEHOLDERS WILL HELP IDENTIFY THE IMPORTANCE OF COSTS AND LACK OF EFFECTIVENESS AS CONSTRAINTS TO THE IMPLEMENTATION OF ECOLOGICAL RESTORATION._x000D_ COSTERA WILL GENERATE A UNIQUELY LARGE AND COMPREHENSIVE DATABASE FOR DEGRADED, UN-DEGRADED AND RESTORED ECOSYSTEMS, INCLUDING SOCIAL PREFERENCES AND RESTORATION COSTS. THIS PROJECT IS GROUNDED ON THE SOLID EXPERTISE OF THE TEAM IN THE ECOLOGY AND MANAGEMENT OF THE TARGET ECOSYSTEMS, ECOLOGICAL RESTORATION ACTIONS AND EVALUATION, ASSESSMENT OF BIODIVERSITY AND THE PROVISION OF ECOSYSTEM SERVICES, MULTI-CRITERIA ANALYSIS, AND THE INTEGRATION OF STAKEHOLDERS¿ VIEWS VIA PARTICIPATORY PROCESSES. FURTHERMORE, OUR TEAM HAS LONG-STANDING EXPERIENCE IN TRANSFERRING THE OUTCOMES OF TRANSDISCIPLINARY RESEARCH TO POLICY AND DECISION-MAKERS AT NATIONAL AND INTERNATIONAL GOVERNANCE LEVELS. (English)
