Obiectivul general al proiectului este de a sprijini ONG-urile participante pentru a formula și promova propuneri alternative la politicile publice inițiate de Guvern, în concordanță cu măsurile stabilite în Strategia pentru Consolidarea Administrației Publice 2014-2020 (SCAP), prin obiectivul general II: Implementarea unui management performant în administraţia publică, obiectivul specific II.1: Creşterea coerenţei, eficienţei, predictibilitaţii şi transparenţei procesului decizional în administraţia publică, obiectivul specific subsecvent II.1.6. Dezvoltarea capacităţii societăţii civile, mediului academic şi altor parteneri sociali relevanţi (sindicate, patronate etc.) de a susţine şi promova reforma administraţiei publice. Prin actualul proiect, în acord cu obiectivul specific POCA pentru care s-a deschis prezenta linie de finanţare (“Dezvoltarea și introducerea de sisteme și standarde comune în administrația publică ce optimizează procesele decizionale orientate către cetățeni și mediul de afaceri în concordanță cu SCAP”, corespunzător Axei prioritare 1, „Administraţie publică şi sistem judiciar eficiente”), ONG-urile participante îşi asumă rolul „de a contribui constant, prin intermediul platformei electronice „voluntarI” cu analize, activităţi de training, evaluări şi formulări de politici alternative şi de a monitoriza activitatea autorităţilor publice, în domeniul capacităţii de a răspunde la situaţii de urgenţă a instituţiilor publice şi implicit a comunităţilor. Prin politica publică propusă şi prin instrumentele puse la dispoziţie prin platforma electronică „voluntarI” , prezentul proiect dezvoltă şi introduce sisteme și standarde comune în administrația publică ce optimizează procesele decizionale orientate către cetățeni și mediul de afaceri în concordanță cu SCAP în domeniul răspunsului la situaţiile de urgenţă. Prezentul proiect propune, în acord cu Strategia de Consolidare a Administraţiei Publice (SCAP), atingerea următoarelor obiective specifice, corespunzătoare măsurilor SCAP (corespunzătoare obiectivului specific subsecvent II.1.6) şi transpuse la nivelul proiectului „VoluntarI” în obiective specifice (OS). The general objective of the project is to support participating NGOs to formulate and promote alternative proposals to public policies initiated by the Government, in line with the measures set out in the Strategy for Strengthening Public Administration 2014-2020 (SCAP), through general objective II: Implementation of an efficient management in public administration, specific objective II.1: Increasing coherence, efficiency, predictability and transparency of the decision-making process in public administration, subsequent specific objective II.1.6. Developing the capacity of civil society, academia and other relevant social partners (trade unions, employers, etc.) to support and promote public administration reform. Through the current project, in line with the POCA specific objective for which this funding line has been opened ("Development and introduction of common systems and standards in public administration that optimise citizens-oriented decision-making processes and business environment in line with SCAP", corresponding to Priority Axis 1, "Efficient Public Administration and Judicial System"), participating NGOs assume the role "of constantly contributing, through the "volunteers" electronic platform with analyses, training activities, evaluations and alternative policy formulations and to monitor the work of public authorities, in the field of the capacity to respond to emergency situations of public institutions and communities. Through the proposed public policy and the tools made available through the electronic platform “volunteers”, this project develops and introduces common systems and standards in the public administration that optimises decision-making processes oriented towards citizens and the business environment in line with SCAP in the field of emergency response. This project proposes, in line with the Strategy for Strengthening Public Administration (SCAP), to achieve the following specific objectives, corresponding to SCAP measures (corresponding to the subsequent specific objective II.1.6) and translated at the level of the “volunteers” project into specific objectives (SOs).
