Navrhovaný projekt je zamýšlen jako nadstavba strategické vize MHMP zavést na svém majetku systém managementu hospodaření s energií (dále jen EMS). Jeho smyslem má být posílení systému EMS o návrh a řešení kvality vnitřního prostředí s cílem získat poznatky o dopadech různých faktorů ovlivňujících vnitřní prostředí budov, jejich energetické náročnosti, uživatelském komfortu, případně postihnout i další aspekty (např. zdravotní stav přítomných osob).
