    Obiectivul General al proiectului vizeaza cresterea calitatii vietii populatiei din Municipiul Medgidia prin realizarea de investitii complementare destinate imbunatatirii conditiilor de locuire pentru grupurile vulnerabile si imbunatatirii calitatii si aspectului infrastructurii publice urbane. Zona de nord est a Municipiului Medgidia, in care se localizeaza investitiile promovate in cadrul proiectului, se afla inca, din pacate, sub efectele extrem de negative generate de declinul industial post revolutie si cu precadere al Intreprinderii de Masini Unelte (IMUM). Disparitia treptata a acestui "gigant" din peisajul economico-social al municipiului dupa anii 90 si disponibilizarile masive au avut consecinte grave asupra dezvoltarii comunitatii. Foarte multe persoane au ramas fara loc de munca si fara alte posibilitati de reorientare profesionala, veniturile familiilor au scazut considerabil, unele ajungand de-a lungul timpului in stare de deprivare materiala. In lupta pentru subzistenta multi au ales sa paraseasca municipiul in cautarea unui loc de munca in strainatate sau in alte zone ale tarii. Familii intregi s-au dezmembrat asfel iar cei care au ramas s-au confruntat cu probleme din ce in ce mai mari ce au accentuat in mod evident gradul de saracie si vulnerabilitate. Din punct de vedere al peisajului urban zona de nord est este dominata de cele peste 30 de ha ale IMUM aflate actualmente in ruina si intr-un ritm accelerat de degradare. Toate acestea au create "conditiile propice" dezvoltarii in partea de nord est a unei zone urbane marginalizate, denumita BARACI NORD, zona caracterizata de un grad ridicat de saracie. In urma analizelor efectuate in cadrul Strategiei de Dezvoltare a Zonelor Urbane Marginalizate din Mun. Medgidia in zona Barăci s-a înregistrat o pondere de 93% a populației de 15-64 ani care a absolvit maxim 8 clase (gimnaziu) și o pondere de 45% a persoanelor cu dizabilități, boli cronice sau alte afecțiuni care le limitează activitățile zilnice, valori peste pragurile minimale de 22%, respectiv 8%. Astfel zona inregistreaza un nivel foarte scazut de CAPITAL UMAN. De asemenea zona Barăci are un nivel grav scăzut de OCUPARE în sectorul formal, ponderea persoanelor de 15-64 ani care nu sunt încadrate pe piața formală a muncii și nici nu urmează o formă de învățământ este de 83,1% peste valoarea minimă de atins de 22,5%. În același timp în cadrul zonei s-a observat ca 98,6% dintre locuințe (peste pragul minimal de 54%) sunt supraaglomerate (< 15,33 m2 pe persoană) iar 65% (peste pragul minimal de 12%) dintre gospodării nu dețin locuința în proprietate personală, ceea ce arată că la nivelul zonei condițiile de LOCUIRE sunt extrem de precare. Investitiile promovate in cadrul proiectului sunt localizate in ZUM Baraci Nord si in mod integrat contribuie la imbunatairea calitatii vietii populatiei intrucat revitalizeaza fizic, economic si social aceasta zona urbana marginalizata.     The general objective of the project aims to increase the quality of life of the population in Medgidia by making complementary investments aimed at improving living conditions for vulnerable groups and improving the quality and appearance of urban public infrastructure. The northeastern part of Medgidia, in which the investments promoted under the project are located, is unfortunately still under the extremely negative effects generated by the industrial decline after revolution and especially of the Machine Tool Enterprise (IMUM). The gradual disappearance of this “giant” from the economic and social landscape of the municipality after the 90's and the massive layoffs had serious consequences on the development of the community. Many people were left unemployed and without other possibilities of professional reorientation, the incomes of families decreased considerably, some of them becoming materially deprived over time. In the fight for subsistence many have chosen to leave the city in search of a job abroad or in other parts of the country. Whole families dismantled as such and those who remained faced with growing problems that clearly accentuated the degree of poverty and vulnerability. From the point of view of the urban landscape, the northern eastern area is dominated by the over 30 ha of IMUM currently in ruin and at an accelerated rate of degradation. All these have created the “friendly conditions” for the development in the northeast of a marginalised urban area, called NORD barracks, the area characterised by a high degree of poverty. Following the analyses carried out in the framework of the Development Strategy of the Marginalised Urban Areas in Mun. Medgidia in Barăci area recorded a 93 % share of the population aged 15-64 who graduated maximum 8 classes (gymnasium) and a 45 % share of people with disabilities, chronic diseases or other conditions that limit their daily activities, values above the minimum thresholds of 22 % and 8 % respectively. Thus, the area records a very low level of UMAN CAPITAL. The Barăci area also has a very low level of OCUPARE in the formal sector, with the share of people aged 15-64 who are neither in formal employment nor in education at 83.1 % above the minimum to reach 22.5 %. At the same time, 98.6 % of dwellings (over the minimum threshold of 54 %) are overcrowded (&LT; 15.33 m² per person) and 65 % (above the minimum threshold of 12 %) of households do not own the dwelling in private ownership, which shows that LOCUIRE conditions are extremely poor in the area. The investments promoted within the project are located in ZUM Barracks North and in an integrated way contribute to improving the quality of life of the population as it revitalises physically, economically and socially this marginalised urban area.
