The aim of the national project (hereinafter referred to as ‘the NP’) is to improve the status of disadvantaged jobseekers (‘UoZ’) pursuant to Section 8(1)(b) of Act No 5/2004 on employment services and amending certain acts, as amended (‘the Employment Services Act’), citizens over 50 years of age (‘UoZ 50+’), increasing their employability and employment through the provision of financial contributions to promote job creation by implementing Section 54 of the Employment Services Act. The current labour market situation is characterised by an increasing share of UoZ at the age of 50+ in the total number of UoZs. Employers do not appear to be sufficiently interested in employing older people. As a rule, the main cause is less intellectual flexibility, less ability to adapt to new conditions, lower productivity, reduced learning ability, ignorance of foreign languages and poor knowledge of new technologies. Another strong argument from the employer’s point of view can be a growing risk of illness, death or work failure. On the other hand, the benefits of older workers derive from their life situation (they are relieved of family worries, have gained a lot of experience in practice, are stable, remain in one place, accountable and loyal, know the value of work), create the conditions for the reliability and efficiency of work performance. Although legislation also excludes discrimination, employers give preference to younger workers. The aim of the NP is to support this UoZ group for labour market integration. The implementation of the NP increases employment, employability and reduces unemployment in UoZ at the age of 50+, thereby contributing to the achievement of specific objective 3.1.1 of the Human Resources Operational Programme (hereinafter referred to as ‘HROP’). Cieľom národného projektu (ďalej len „NP“) je zlepšenie postavenia znevýhodnených uchádzačov o zamestnanie (ďalej len „UoZ“) podľa § 8 ods. 1 písm. b) zákona č. 5/2004 Z. z. o službách zamestnanosti a o zmene a doplnení niektorých zákonov v znení neskorších predpisov (ďalej len „zákon o službách zamestnanosti“) - občanov starších ako 50 rokov veku (ďalej len „UoZ vo veku 50 +“), zvýšenie ich zamestnateľnosti a zamestnanosti prostredníctvom poskytovania finančných príspevkov na podporu vytvárania pracovných miest implementáciou § 54 zákona o službách zamestnanosti. Súčasnú situáciu na trhu práce charakterizuje zvyšujúci sa podiel UoZ vo veku 50+ na celkovom počte UoZ. Zamestnávatelia nejavia dostatočný záujem o zamestnávanie starších ľudí. Spravidla platí, že hlavnou príčinou je menšia intelektuálna pružnosť, menšia schopnosť prispôsobiť sa novým podmienkam, nižšia produktivita, znížená schopnosť učiť sa, neznalosť cudzích jazykov a slabé ovládanie nových technológií. Ďalším, výrazným argumentom z pohľadu zamestnávateľa môže byť rastúce riziko ochorení, úmrtia či pracovného zlyhania. Oproti tomu výhody starších zamestnancov vychádzajú z ich životnej situácie (sú odbremenení od rodinných starostí, v rámci praxe získali množstvo skúseností, sú ustálení, zotrvajú na jednom mieste, zodpovední a lojálni, poznajú hodnotu práce), vytvárajú predpoklady na spoľahlivosť a efektívnosť pracovných výkonov. Napriek tomu, že aj legislatíva vylučuje diskrimináciu, dávajú zamestnávatelia prednosť mladším pracovníkom. Cieľom NP je podpora tejto skupiny UoZ pre integráciu na trh práce. Realizácia NP zvyšuje zamestnanosť, zamestnateľnosť a znižuje nezamestnanosť UoZ vo veku 50+, čím prispieva k napĺňaniu špecifického cieľa 3.1.1 Operačného programu Ľudské zdroje (ďalej len „OP ĽZ“) .
