The aim of the project is to improve accessibility to TEN-T infrastructure and to Class I roads in the Upper Považie region. The specific objective of the project is to reconstruct and modernise pathway II/583 in order to improve accessibility to the TEN-T network and to the roads of Class I in the region of Upper Považie. Class II road 583 is 44.645 km long. It begins in Žilina and ends in Párnica district Dolný Kubín. Road II/583 connects from the western side via road I/11 to the basic TEN-T network – the Baltic-Adriatic Corridor, namely the section of the D3 motorway Žilina, Strážov – Žilina, Brodno. This section is further connected to the section D3 Žilina, Brodno – Kysucké Nové Mesto. From the eastern side, road II/583 connects to the comprehensive TEN-T network, namely the section R3 Dolný Kubín – D1. Road II/583 needs to be reconstructed and modernised in order to remedy the problems identified, to increase traffic fluidity, to improve road users’ safety. The implementation of the project will increase the safety of road users, increase traffic fluidity. Transport infrastructure and thus the quality of transport operators and connections will also be improved. Comments from the safety audit were also incorporated in the processing of project documentation on the basis of which the reconstruction and modernisation of road sections will be carried out. From the point of view of the transport function that this road fulfils, there will be an improvement in the transport connection of the regions Horné Považie, Orava and Kysuce, in conjunction with the regional town of Žilina and secondary and tertiary nodes with TEN-T infrastructure, including multimodal nodes. The continuity and safety of road traffic will be increased, while road II/583, which is the main bypass route in the event of collision or closure of Class I road on the ZA-MT thrust (mainly the section below Strečná). The implementation of the proposed activities will result in the reconstruction of the 2nd class roads with a length of 1.58 km. As part of the implementation of the project there will be a change of asphalt layers, marking of pedestrian crossings, reconstruction of unpaved edges, road reinforcement, reconstruction of passes, in selected sections of road II/583 there will be a replacement of the entire road structure, reconstruction of bridges, public lighting of transitions for pedestrians and remediation of the slide. The result of the implementation of the main activity of the project will be a comprehensive reconstruction and modernisation of the bridge building 583-009 over the river Varínka and the related cancellation of the bridge 583-010. The implementation of the proposed works will extend the life of the bridge structure and increase the safety of road users at that point. At the same time, after proper and complete implementation of the proposed works, the causes of existing faults of the bridge building will be eliminated. In the cadastral area of the village Terchová will be carried out remediation of the landslide in km 26,71-26,95 and the conversion of the bridge 583-020 over the Biely potok to the plot No. 15035. 212 m of retaining wall is built, which stabilises the slides of the road and then rebuilds 2 bridges. As part of the implementation of the project, road II/583 will be reconstructed and modernised in the cadastral area of Varín, Krasňany, Belá, Terchová, including the reconstruction and modernisation of public lighting within the scope of the project budget. The operational and technical sustainability of the project outputs throughout the sustainability period will be ensured by the applicant in accordance with the applicable Slovak legislation and with the applicant’s own capacities.     Cieľom projektu je zlepšiť dostupnosť k infraštruktúre TEN-T a cestám I. triedy v regióne Horné Považie. Špecifickým cieľom projektu je rekonštruovať a modernizovať cestu II/583 za účelom zlepšenia dostupnosti k sieti TEN-T a cestám I. triedy v regióne Horné Považie. Cesta II. triedy 583 je dlhá 44,645 km. Začína sa v Žiline a končí v Párnici okres Dolný Kubín. Cesta II/583 sa zo západnej strany napája prostredníctvom cesty I/11 na základnú TEN-T sieť – Balticko – jadranský koridor, konkrétne na úsek diaľnice D3 Žilina, Strážov – Žilina, Brodno. Tento úsek sa ďalej napája na úsek D3 Žilina, Brodno – Kysucké Nové Mesto. Z východnej strany sa cesta II/583 napája na súhrnnú sieť TEN-T, konkrétne na úsek R3 Dolný Kubín – D1. Rekonštruovať a zmodernizovať cestu II/583 je potrebné z dôvodu odstránenia identifikovaných problémov, potreby zvýšenia plynulosti dopravy, zvýšenia bezpečnosti účastníkov cestnej premávky. Realizáciou projektu dôjde k zvýšeniu bezpečnosti účastníkov cestnej premávky, k zvýšeniu plynulosti dopravy. Rovnako sa skvalitní dopravná infraštruktúra, a tým i kvalita dopravnej obsluhy a dopravných prepojení. Pri spracovaní projektovej dokumentácie na základe, ktorej sa bude realizovať rekonštrukcia a modernizácia úsekov cesty, boli zapracované aj pripomienky z bezpečnostného auditu. Z hľadiska dopravnej funkcie, ktorú táto cesta plní dôjde k zlepšeniu a k skvalitneniu dopravného prepojenia regiónov Horné Považie, Orava a Kysuce, v spojení s krajským mestom Žilina a  sekundárnych a terciárnych uzlov s infraštruktúrou TEN-T vrátane multimodálnych uzlov. Zvýši sa plynulosť a bezpečnosť cestnej premávky pričom cesta II/583, ktorá je hlavná obchádzková trasa v prípade kolízie resp. uzávery cesty I. triedy na ťahu ZA - MT (hlavne úsek pod Strečnom). Realizáciou navrhovaných aktivít dôjde k rekonštrukcii ciest II. triedy s dĺžkou 1,58 km. V rámci realizácie projektu dôjde k výmene asfaltových vrstiev, vyznačeniu prechodov pre peších, rekonštrukcii nespevnenej krajnice, zosilneniu vozovky, rekonštrukcii priepustov, vo vybraných úsekoch cesty II/583 dôjde k výmene celej konštrukcie vozovky, k rekonštrukcii mostov, verejnému osvetleniu prechodov pre peších a sanácií zosuvu vozovky. Výsledkom realizácie hlavnej aktivity projektu bude komplexná rekonštrukcia a modernizácia mostného objektu 583-009 ponad rieku Varínka a súvisiace zrušenie mosta 583-010. Realizáciou navrhovaných prác sa predĺži životnosť konštrukcie mosta a zvýši sa bezpečnosť účastníkov cestnej premávky v danom bode. Po riadnom a úplnom realizovaní navrhovaných prác sa zároveň odstránia príčiny existujúcich porúch mostného objektu. V katastrálnom území obce Terchová bude realizovaná sanácia zosuvu vozovky v km 26,71 – 26,95 a prestavba mosta 583 – 020 ponad Biely potok k pozemku č. 15035. Vybuduje sa  212m oporného múru, ktorým sa stabilizuje zosuv vozovky, ďalej sa prestavajú 2 mosty. V rámci realizácie projektu bude rekonštruovaná a modernizovaná cesta II/583 v katastrálnom území Varín, Krasňany, Belá, Terchová vrátane rekonštrukcie a modernizácie verejného osvetlenia v rozsahu uvedenom v rozpočte projektu. Prevádzková a technická udržateľnosť výstupov projektu počas celého obdobia udržateľnosti bude zabezpečená žiadateľom v súlade s platnou slovenskou legislatívou a to vlastnými kapacitami žiadateľa. Predmetné cesty sú vo vlastníctve žiadateľa, ŽSK v súlade s platnou slovenskou legislatívou zabezpečuje majetkovú správu, údržbu ciest a ich prevádzku. Správa ciest ŽSK vykonáva činnosti v pôsobnosti celého ŽSK v oblasti cestnej dopravy. Jej činnosť vyplýva z plnenia povinnosti podľa osobitných zákonov a ďalších predpisov (cestný zákon 135/1961 Z. z. zákon o premávke na pozemných komunikáciách 315/1993 Z. z. v znení neskorších predpisov, technických predpisov MDVaRR SR). Finančné krytie prevádzky projektu počas celej doby referenčného obdobia bude zabezpečovať ŽSK zo svojho rozpočtu. ŽSK každý rok schvaľuje svoj rozpočet, pričom berie do úvahy financie potrebné na zabezpečenie prevádzky a údržby ciest v jej vlastníctve. ŽSK má potrebné finančné krytie na zabezpečenie prevádzky a udržateľnosti výstupov projektu. Správa ciest ŽSK, ktorá vykonáva činnosti v pôsobnosti celého ŽSK v oblasti cestnej dopravy je príspevková organizácia, ktorá je svojim rozpočtom napojená na rozpočet ŽSK.V prípade výskytu závad a nedostatkov na modernizovaných úsekoch ciest, na vykonané práce sa bude vzťahovať záručná doba a zodpovednosť za vady a teda možnosť uplatniť bezplatné odstránenie vady počas záručnej doby. Technické zabezpečenie realizácie projektu bude riešené dodávateľsky. Prevádzková a technická udržateľnosť výstupov projektu počas celého obdobia udržateľnosti bude zabezpečená žiadateľom v súlade s platnou slovenskou legislatívou.
