Mesto Považská Bystrica je verejným poskytovateľom sociálnych služieb. Poskytovanie opatrovateľskej služby je základom pre uspokojenie potrieb odkázanej osoby na pomoc inej osoby v jeho prirodzenom prostredí. Mesto Považská Bystrica ako Žiadateľ v projekte Podpora opatrovateľskej služby má za cieľ napĺňať potreby odkázaných osôb na opatrovateľskú službu prostredníctvom jej sprístupnenia všetkým, ktorí ju potrebujú. Opatrovateľská služba je základnou terénnou sociálnou službou. Ako verejný poskytovateľ, chce mesto Považská Bystrica vychádzať v ústrety všetkým, ktorí o túto službu požiadajú. Projekt značne zvýši kvalitu a dostupnosť opatrovateľskej služby na území mesta Žiadateľa. Projekt je taktiež v súlade so strategickou dokumentáciou na úrovni mesta, Trenčianskeho samosprávneho kraja a národnej úrovne vychádzajúcej z Národnej stratégie SR.
