[ZAKRES RZECZOWY]. Przedmiotowy projekt realizowany będzie w okresie 02.03.2020 - 30.06.2022. Projekt obejmuje swoim zakresem następujące zadania: - zadanie nr 1: Granty na wymianę indywidualnych źródeł ciepła na mniej emisyjne, - zadanie nr 2: Świadectwa charakterystyki energetycznej, - zadanie nr 3: Koszty pośrednie. W ramach zadania nr 1 Wnioskodawca przekaże 100 grantów na wymianę indywidualnych źródeł ciepła (starych kotłów, pieców, urządzeń grzewczych oraz realizację przyłączy do sieci ciepłowniczej) na mniej emisyjne w indywidualnych gospodarstwach domowych na terenie gminy Choszczno. Projekt dotyczy jedynie likwidacji źródeł ciepła opartych o spalanie węgla (piece lub kotły węglowe). Grantobiorcami będą osoby fizyczne legitymujące się tytułem prawnym do nieruchomości, wynikającym z prawa własności, prawa użytkowania wieczystego, ograniczonego prawa rzeczowego lub stosunku zobowiązaniowego. Sposób realizacji programu grantowego został określony w załączniku nr 21 "Projekt regulaminu przyznawania grantu". W wyniku likwidacji źródeł ciepła opartych o spalanie węgla nastąpi podłączenie do istniejącej sieci ciepłowniczej lub zastąpienie zlikwidowanego źródła ciepła nową jednostką wytwarzania energii cieplnej (w pierwszej kolejności na jednostkę wytwarzającą energię ze spalania gazu. Przeprowadzenie wymiany pieca w ramach projektu będzie możliwe wyłącznie kiedy budynek będzie spełniał minimalne wymogi w zakresie efektywności energetycznej tj. 150kWh/(m2xrok). Grant może dotyczyć wyłącznie budynków, w których nie jest prowadzona działalność gospodarcza. W ramach zadania nr 2 przewidziano wykonanie 115 świadectw charakterystyki energetycznej budynków, które zostaną zgłoszone do projektu. [SPOSÓB WDRAŻANIA]. [SUBSTANTIVE SCOPE]. The project will be implemented in the period 02.03.2020-30.06.2022. The project shall cover the following tasks: — task 1: Grants for the replacement of individual heat sources for less emissions, – Task 2: Energy performance certificates, – Task 3: Indirect costs. As part of Task 1, the Applicant will provide 100 grants for the replacement of individual heat sources (old boilers, stoves, heating appliances and connection to the district heating network) for less emissions in individual households in the municipality of Choszczno. The project concerns only the decommissioning of heat sources based on coal combustion (carbon furnaces or boilers). The grantees will be natural persons holding legal title to real estate, resulting from ownership, perpetual usufruct, limited right in rem or debt relationship. The method of implementation of the grant programme is set out in Annex 21 “Draft rules for awarding the grant”. As a result of the decommissioning of coal-fired heat sources, there will be a connection to an existing district heating network or a replacement of the decommissioned heat source with a new heat generation unit (in the first instance, a unit producing electricity from the combustion of gas. The replacement of the kiln under the project will only be possible if the building meets the minimum energy efficiency requirements, i.e. 150 kWh/(m2xyear). Grant may only concern buildings in which no economic activity is carried out. Task No 2 provided for the execution of 115 energy performance certificates for buildings to be submitted for the project. [MODE OF IMPLEMENTATION]. The project will be implemented by the Municipality of Choszczno. A description of how the project is managed is set out in point 1.3 of the Project Implementation Plan.
