Proiectul propus de către Ministerul Sănătății spre finanțare prin POC are ca obiectiv general eficientizarea sistemului de sănătate prin dezvoltarea și consolidarea de sisteme informatice ale depozitelor de date, de monitorizare, documentare și suport al proceselor de decizie. Eficientizare sistemului informatic va implica actualizarea progresivă de informații, în funcție de nevoile de informații de sănătate identificate - diagnostic, evoluție, tratament, status vital, luarea deciziilor în situaţii de urgenţă respectând însă particularitățile și scopul pentru care se colectează aceste date (calculul indicatorilor de incidență, prevalență și mortalitate, cercetare medicală etc.).
