The GENERAL OBJECTIVE OF THE PROJECT – Promoting equal access to integrated measures of education, employment, entrepreneurship, social services, acts, housing, anti-discrimination for people from marginalised urban areas in Cugir, Alba county, at risk of poverty and social exclusion from marginalised communities in which the population belongs to the Roma minority. The project implementation strategy has 4 interconnected and clear COMPONENTEs, which are allocated to partners according to their responsibilities based on specific experience and expertise and aimed at a comprehensive correlation in providing the integrated package of services and results for the target group proposed in the project. The 4 interconnected components are the following: Component 1 – socio-medical services, documents, housing; Component 2 – employment and entrepreneurship; Component 3 – education; Component 4 – anti-discrimination campaign. The decision on the existence and proposal of these 4 interlinked components of the project implementation strategy emerged during the 6-month process of identifying the needs and integrated actions for the target group of the project, which was established in an integrative way based on the real needs of the target group, the recommendations derived from the research carried out during the project development period and the mandatory provisions of the Applicant’s Guide to specific conditions in the Financing Call 4.1. Both the project partners were involved in this process of debate and work, but especially those from the target group were involved through direct discussions in the communities with potential beneficiaries, proposals from the community representatives who are part of the Roma Community Action Group (GAC), Roma leaders at local level, 3 representatives of Roma communities and who are employed within the City Hall and Schools as specialists (local Roma experts, health mediator, school mediator) and who are specialists who work daily with the target group. During this process of debates and proposals for working actions, it was found that the problems faced by the people in the communities concerned in the project, in particular the Roma population, are extremely complex and serious. Thus, during this project development period, a series of 3 scenarios were identified regarding the appropriateness of this kind of integrated concrete actions. Scenario no. 1 – WITHOUT PROJECT AND PROBLEMS TO BE COMMUNITY RESOLVED – the most negative scenario discussed by the project partners and involving people from the communities in the debates. During the debate process it was proposed that existing problems be solved by the community. It has been found that this is not possible and that these problems would deepen negatively and the negative effects would be disastrous both in terms of quality of life (English)

    OBIECTIVUL GENERAL AL PROIECTULUI - Promovarea accesului egal la masuri integrate de educatie, ocupare, antreprenoriat, servicii sociale, acte, locuire, antidiscriminare pentru persoanele din zone urbane marginalizate din orasul Cugir, judetul Alba, aflate în risc de saracie si excluziune sociala din comunitatile marginalizate în care exista populatie apartinând minoritatii rome. Strategia de implementare a proiectului are 4 COMPONENTE interconectate si clare, care sunt alocate partenerilor in functie de responsabilitatile acestora bazate pe experienta si expertiza specifica si care vizeaza o corelare comprehensiva in acordarea pachetului integrat de servcii si rezultate pentru grupul tinta propus in proiect. Cele 4 componente interconectate sunt urmatoarele: COMPONENTA 1 – servicii socio-medicale, acte, locuire; COMPONENTA 2 – ocupare si antreprenoriat; COMPONENTA 3 – educatie; COMPONENTA 4 – campanie antidiscriminare. Decizia existentei si propunerii asupra acestor 4 componente interconectate din cadrul strategiei de implementare a proiectului a reiesit in perioada derularii procesului de 6 luni de identificare a nevoilor si actiunilor integrate pentru grupul tinta al proiectului, care s-a constituit in mod integrativ avand la baza nevoile reale ale grupului tinta, recomandarile reiesite din cercetarea realizata in perioada de elaborare a proiectului si prevederile obligatorii din Ghidul Solicitantului conditii specifice din Apelul de finantare 4.1. In cadrul acestui proces de dezbatere si de lucru au fost implicati atat partenerii proiectului, dar mai ales au fost implicate persoanele din grupul tinta prin discutii directe in comunitati cu potentialii beneficiari, propuneri din partea reprezentantilor comunitatii care fac parte din Grupul de Actiune Comunitara al romilor (GAC), liderii romilor de la nivel local, 3 reprezentanti ai comunitatilor de romi si care sunt angajaţi in cadrul Primariei si Scoli ca si specialisti (expert local pe problemele romilor, mediator sanitar, mediator scolar) si care sunt specialisti care lucreaza zilnic cu grupul tinta. In cadrul acestui proces de dezbateri si propuneri de actiuni de lucru, s-a constatat ca problemele cu care se confrunta persoanele din comunitatile vizate in proiect in special populatia de etnie roma sunt extrem de complexe si grave. Astfel, in aceasta perioada de elaborare a proiectului, au fost identificate o serie de 3 scenarii privind oportunitatea acestui gen de actiuni concrete integrate. Scenariul nr. 1 – FARA PROIECT SI PROBLEMELE SA FIE REZOLVATE DE COMUNITATE – scenariul cel mai negativ discutat de catre partenerii proiectului si cu implicarea in dezbateri a persoanelor din comunitati. In cadrul procesului de dezbateri a fost propus ca problemele existente sa fie rezolvate de comunitate. S-a constatat ca acest lucru nu e posibil si ca, aceste probleme s-ar aprofunda in mod negativ si efectele negative ar fi dezastruoase atat la nivelul calitatii vietii f (Romanian)
