    Politica Administraţiei Portului Constanţa este de atragere a traficului de mărfuri care să se deruleze prin porturile maritime aflate în administrarea sa. Un rol foarte important în atragerea unor noi fluxuri de mărfuri prin port îl au Operatorii portuari.Crearea unor condiţii de exploatare facile şi moderne este o „verigă” importantă în mecanismul de atragere a unor noi investiţii realizate fie de către actualii operatori, fie de noi investitori.Aceste deziderate pot fi atinse prin mai multe căi, una dintre acestea fiind şi diminuarea timpilor de aşteptare la intrarea în port, o circulaţie pe drumuri aflate într-o stare tehnică bună etc. Odată cu conectarea Portului Constanţa la Autostrada Bucuresti-Constanţa prin varianta ocolitoare a Municipiului Constanţa (A4), cât şi finalizarea în cadrul Programului Operaţional Sectorial de Transport (POS-T 2007 - 2013) a proiectului „Pod Rutier la km 0+540 al Canalului Dunăre – Marea Neagră şi lucrări aferente infrastructurii rutiere şi de acces în Portul Constanţa” s-a asigurat o legătură rutieră directă pentru traficul greu ce vine spre port dinspre Autostrada (A2-A4), cu zonele de Nord şi de Sud ale Portului Constanţa. Atât varianta ocolitoare a municipiului Constanţa, cât şi Podul rutier peste Canalul Dunăre - Marea Neagră, asigură accesul spre zona de Sud a Portului Constanţa pe patru benzi de circulaţie, până la poarta 10 Bis, dar din acest punct de control şi pază, până în zona porţii 10 şi spre terminale, accesul se realizează pe drumul actual care are o lungime de 982 m si numai două benzi de circulaţie, câte una pe sens. Extinderea la 4 benzi de circulaţie a drumului existent între poarta 10 bis şi poarta 10, a devenit absolut necesară şi urgent de realizat, datorită finalizării obiectivelor de investiţii : „Varianta ocolitoare a Municipiului Constanţa” şi a „Podului rutier peste Canalul Dunare – Marea Neagră”.Lucrările propuse au ca scop modernizarea şi fluidizarea drumului de circulaţie existent între poarta 10 bis şi poarta 10, realizarea unei intersecţii la nivel de tip giratoriu în zona poarta 10, care sa satisfacă un trafic semnificativ de vehicule lungi cu remorci, sau semiremorci şi să asigure totodată un grad de confort şi siguranţă pentru circulaţia acestor vehicule. Efectul pozitiv este cuantificat prin scurtarea timpului de tranzitare al autovehiculelor către porţile de acces ale Portului, în condiţii de siguranţă şi confort sporit.Drumul existent între porţile 10 bis şi 10 se află integral în interiorul portului. In conformitate cu prevederile POIM, Axa prioritara 1, Obiectivul Specific 1.3 vizeaza creşterea gradului de utilizare a căilor navigabile și a porturilor situate pe reţeaua TEN-T centrală. În vederea creșterii atractivității transportului naval și, implicit, a cotei de piață aferente, POIM prevede necesitatea unor intervenții concertate în două direcții majore: • Eliminarea/reducerea deficiențelor de navigație pe Dunăre și canalele sale și îmbunătățirea întreținerii ace (Romanian)

These goals can be reached through several routes, one of them being the reduction of waiting times at the port entrance, a road traffic in good technical condition, etc. With the connection of the Constanta Port to the highway Bucharest-Constanţa direct roadway from Constanta to Constanta (A4), as well as the completion in the Sectoral Operational Programme of the Transportation Port – The Danube Transportation Programme (POS) of the port of Constanta and the road traffic related to the road from Constanta to Constanta (A4), as well as the completion within the Sectoral Operational Programme of the Transportation Port (POS) of the Port of Constanta (the Region of Romania) and the connection between the roadway of the Bucharest-Constanţa-Constanţa road route (A4), as well as the completion in the framework of the Sectoral Operational Programme of Transportation through the port of the port (the Region of Romania – Romania) have been played by port. The creation of easy and modern operating conditions is an important “veirway” in the mechanism for attracting new investments made either by the current operators or by new investors. These goals can be reached through several routes, one of which is the reduction of waiting times at the port entrance to the port, a road traffic in a good technical condition, etc. Both the bypass of the municipality of Constanta and the Road Bridge over the Danube-Black Sea Canal provide access to the southern area of Constanta Port on four lanes, up to gate 10 Bis, but from this control and security point, to the 10th gate area and to the terminals, the access is made on the current road which has a length of 982 m and only two lanes, one per direction. The extension to 4 lanes of the existing road between gate 10 bis and gate 10 has become absolutely necessary and urgent to achieve, thanks to the completion of the investment objectives: “The bypass of Constanta Municipality” and the “Road Bridge over the Danube Canal – Black Sea”.The proposed work aims to modernise and streamline the existing road between gate 10 bis and gate 10, to achieve an intersection at roundabout level in gate 10 area, to satisfy a significant traffic of long vehicles with trailers, or semi-trailers and to ensure a degree of comfort and safety for the circulation of these vehicles. The positive effect is quantified by shortening the transit time of the vehicles to the Port’s access gates in a safe and comfortable way.The existing route between gates 10 bis and 10 is entirely inside the port. In accordance with the LIOP, Priority Axis 1, Specific Objective 1.3 aims to increase the use of waterways and ports located on the TEN-T core network. In order to increase the attractiveness of shipping and thus the related market share, the LIOP foresees the need for concerted interventions in two major directions: • Eliminate/reduce navigation deficiencies on the Danube and its channels and improve needle maintenance (English)
