The overall objective of the 2014-2020 ROP is to increase economic competitiveness and improve the living conditions of local and regional communities by developing the business environment, infrastructure conditions and services, ensuring the sustainable development of regions capable of managing resources efficiently, exploiting their potential for innovation and assimilation of technological progress. Objectives of Priority Axis 3.Support the transition to a low-carbon economy Investment Priority 3.1 Supporting energy efficiency, smart energy management and renewable energy use in public infrastructures, including public buildings, and housing. Operation A Residential Buildings Specific Objective Enhancing energy efficiency in residential buildings, public buildings and public lighting systems, especially those with high energy consumption. This project aims to improve the quality of urban life by supporting the improvement of the energy efficiency of the housing blocks in Odorheiu Secuiesc. Increasing the energy performance of the housing blocks in Odorheiu Secuiesc municipality will be ensured by carrying out some intervention works that will reduce the energy consumption for heating the apartments, in the conditions of ensuring and maintaining the indoor thermal climate, by limiting heat losses to the outdoor environment as well as improving the urban aspect of the locality Investments in energy efficiency of housing blocks will contribute to reducing energy poverty (fuel poverty) in Romania, by reducing the costs of heating the population, especially those with low incomes, which will help to improve the purchasing power of disadvantaged social groups. The implementation of energy efficiency measures in residential buildings will improve the living conditions of the population by: • Improving indoor thermal comfort conditions • Reduce heat loss and energy consumption • Reduce maintenance costs for heating and hot water consumption; • Reducing pollutant emissions from energy production, transport and consumption. The solutions identified at the level of the project create prerequisites for the achievement of indicators that support the primary objectives of the investment priority 3.1: • Final energy consumption in the residential sector • Annual decrease in greenhouse gases • Number of households with a better classification of energy consumption (English)

    Obiectivul general al POR 2014-2020 îl constituie creşterea competitivităţii economice şi îmmbunătăţirea condiţiilor de viaţă ale comunităţilor locale şi regionale prin dezvoltarea mediului de afaceri, a condiţiilor infrastructurale şi a serviciilor, care să asigure o dezvoltare sustenabilă a regiunilor, capabile să gestioneze în mod eficient resursele, să valorifice potenţialul lor de inovare şi de asimilare a progresului tehnologic. Obiectivele axei prioritare 3.Sprijinirea tranziţiei către o economie cu emisii scăzute de carbon Prioritate de investiţii 3.1 Sprijinirea eficienţei energetice, a gestionării inteligente a energiei şi a utilizării energiei din surse regenerabile în infrastructurile publice, inclusiv în clădirile publice, şi în sectorul locuinţelor. Operaţiunea A Clădiri rezidenţiale Obiectiv Specific Creşterea eficienţei energetice în clădirile rezidenţiale, clădirile publice şi sistemele de iluminat public, îndeosebi a celor care înregistrează consumuri energetice mari. Prin proiectul de fata se urmareste imbunatatirea calitatii vietii urbane prin sprijinirea imbunatatirii eficientei energetice a blocurilor de locuinte din municipiul Odorheiu Secuiesc. Cresterea performantei energetice la blocurile de locuinte din municipiul Odorheiu Secuiesc se va asigura prin realizarea unor lucrari de interventie care sa determine diminuarea consumurilor energetice pentru incalzirea apartamentelor, in conditiile asigurarii si mentinerii climatului termic interior, prin limitarea pierderilor de caldura catre mediul exterior precum si ameliorarea aspectului urbanistic al localitatii Investiţiile în eficienţa energetică a blocurilor de locuinţe vor contribui la reducerea sărăciei energetice (fuel poverty) în România, prin reducerea costurilor cu încălzirea populaţiei, în special a celor cu venituri reduse, ceea ce va ajuta la îmbunătăţirea puterii de cumpărare a categoriilor sociale defavorizate. Implementarea măsurilor de eficienţă energetică în blocurile de locuinţe va duce la îmbunătăţirea condiţiilor de viaţă ale populaţiei, prin: • Imbunatatirea conditiilor de confort termic interior • Reducerea pierderilor de caldura si a consumurilor energetice • Reducerea costurilor de intretinere pentru incalzire si apa calda de consum; • Reducerea emisiilor poluante generate de producerea, transportul si consumul de energie. Prin solutiile identintificate la nivelul proiectului se creaza premise pt atingerea unor indicatori ce sustin obiectivele primordiale ale priorităţii de investiţii 3.1: • Consumul de energie finală în sectorul rezidenţial • Scădere anuală a gazelor cu efect de seră • Numărul gospodăriilor cu o clasificare mai bună a consumului de energie (Romanian)
