Brief description of the project: The objective of the present application is to increase the number of Roma households with access to improved housing conditions, which will be achieved through the implementation of a project aimed at carrying out the remediation works of the illegal landfill of municipal waste, including the elimination of its adverse effects on the environment and consequently the health status of citizens living in the vicinity of such illegally created landfill sites. The objective set will be achieved: by implementing the main activity of the project• 374Q60500001 – Removal of illegally located waste and two supporting activities of the project:• Project management• Information and communication The project implementation will meet the following measurable indicators:• P0884 – Number of inhabitants of CLLD, which improved housing conditions through the remediation of illegal landfills – 300;• P0527 – Number of jobs created specifically for MRC through the application of the social aspect in public procurements – 2.The established objective of the project is fully in line with the Operational Programme: Human Resources, Priority Axis: 6. Technical facilities in municipalities with the presence of marginalised Roma communities; Investment priority: 6.1 Providing support for the physical, economic and social regeneration of deprived communities in urban and rural areas; Specific objective: 6.1.1 The growth in the number of Roma households with access to improved housing conditions, as the implementation of the planned activities directly contributes to the achievement of the established measurable indicators. Characteristics of the site of the project The black landfill in question is located in the town of Stropkov, in its residential area and in the direct vicinity of one of the city cemeteries, which worsens the aesthetic impression on this reed place. On the street Pod Laščíkom lives in three apartment buildings about 300 members of the MRK. It is a separate Roma community. Due to the size of the landfill, the town of Stropkov does not have sufficient funds for its complete disposal and, despite the increased monitoring of the site, it continues illegally and its size is not diminished. At the same time, there is a risk of contamination of surface water and groundwater as the watercourse which is part of the Ondava River flows through this site. There are various wastes, especially plastics, old dresses, old furniture, building materials and other solid municipal waste. The landfill was created by an unknown offender. No hazardous waste has been identified as a result of the inspection. The polluted parcels that are the subject of the project have been created by combining municipal household waste, construction waste, land and vegetation, as well as artificial deposits that are dangerous from the point of view of health to the population and to the environment. In addition, many parts of these parcels are also overgrown with field cover.Sanction of illegally located waste will be carried out on parcels CKN 2751/2, 2751/27 and 1970/4, which are exclusively owned by the city. Stručný popis projektu: Cieľom predkladanej žiadosti je zvýšenie počtu rómskych domácností s prístupom k zlepšeným podmienkam bývania, ktorý bude dosiahnutý realizáciou projektu zameraného na realizáciu sanačných prác nelegálnej skládky komunálneho odpadu vrátane eliminácie jej nepriaznivých vplyvov na životné prostredie a následne aj zdravotný stav občanov žijúcich v okolí takýchto nelegálne vytvorených skládok odpadu. Stanovený cieľ bude dosiahnutý: realizáciou hlavnej aktivity projektu• 374Q60500001 - Odstránenie nezákonne umiestneného odpadu a dvoch podporných aktivít projektu:• Riadenie projektu• Informovanie a komunikácia Realizácia projektu bude napĺňať nasledovné merateľné ukazovatele:• P0884 - Počet obyvateľov MRK, ktorým sa zlepšili podmienky bývania prostredníctvom sanácie nelegálnych skládok - 300;• P0527 - Počet vytvorených pracovných miest cielene pre MRK prostredníctvom uplatnenia sociálneho aspektu vo verejných obstarávaniach - 2.Stanovený cieľ projektu je plne v súlade s Operačným programom: Ľudské zdroje, Prioritnou osou: 6. Technická vybavenosť v obciach s prítomnosťou marginalizovaných rómskych komunít; Investičnou prioritou: 6.1 Poskytovanie podpory fyzickej, ekonomickej a sociálnej regenerácie zanedbaných komunít v mestských a vidieckych oblastiach; Špecifickým cieľom: 6.1.1 Rast počtu rómskych domácností s prístupom k zlepšeným podmienkam bývania, nakoľko realizácia plánovaných aktivít priamo prispieva k naplneniu stanovených merateľných ukazovateľov. Charakteristika miesta realizácie projektu Predmetná čierna skládka sa nachádza v intraviláne mesta Stropkov a to v jeho obytnej zóne a v priamom susedstve jedného z mestských cintorínov, čo zhoršuje estetický dojem na tomto pietnom mieste. Na ulici Pod Laščíkom žije v troch bytových domoch zhruba 300 členov MRK. Jedná sa o separovanú rómsku komunitu. Mesto Stropkov vzhľadom na rozsah skládky nedisponuje dostatkom finančných prostriedkov na jej úplnú likvidáciu a aj v súčasnosti napriek zvýšenému monitorovaniu tejto lokality sa nelegálne naváža ďalej a jej rozsah sa nedarí zmenšovať. Zároveň hrozí kontaminácia povrchovej a podzemnej vody keďže cez túto lokalitu preteká vodný tok, ktorý je súčasťou rieky Ondavy. Nachádza sa tam rôzny odpad, najmä plasty, staré šaty, starý nábytok, stavebný materiál a iný tuhý komunálny odpad. Skládka bola vytvorená neznámym páchateľom. Na základe obhliadky neboli identifikované žiadne nebezpečné odpady. Znečistené parcely, ktoré sú predmetom projektu, vznikli kombináciou komunálneho odpadu z domácnosti, stavebného odpadu, pôdy a porastu a vytvorili aj umelé nánosy, ktoré sú nebezpečné zo zdravotného hľadiska pre obyvateľstvo a z environmentálneho pre životné prostredie. Navyše mnohé časti týchto parciel sú zarastené aj poľným porastom.Sanácia nezákonne umiestneného odpadu sa bude realizovať na parcelách CKN 2751/2, 2751/27 a 1970/4, ktoré sú výhradne vo vlastníctve mesta.
