The ‘Transferable Housing in Martin’ project is a natural extension of the existing housing policy of the City of Martin, the policy of which is laid down in Generally binding Regulation No 98/2012 (‘VZN’) governing the letting of rental housing constructed by the State on 6 February 2012. At the same time, the city of Martin has drawn up and approved a strategic document Program of Economic, Social and Cultural Development of Martin for the years 2016-2023, which regulates the forms of transferable assistance to the target group in the field of social and housing in accordance with the requirements of the European Structural and Investment Funds. The project also builds on the provision of social services crisis intervention and long-term care on the basis of Act No 448/2008 on social services, which will lead to an increase in the level of housing based on the personal activity of the individual or family. The project “Transferable Living in Martin” is built on compliance with well-defined principles (the principle of transferability with internal two-way dynamics, the principle of internal motivation and client activity, the principle of credit building and the principle of acceptance – “Everyone lives in what he meets the conditions”) with the creation of 2 degrees of transferable social housing in the form of rental housing intended primarily for members of marginalised Roma communities (hereinafter referred to as “MRK”) in the following locations: Bamboos 28 (1st degree) and Ul. Ambra Pietra 25 block “B” (2nd degree) in order to avoid as much segregation, stigmatisation and ghettoisation as possible while respecting the mandatory measurable indicators. (English)

    Projekt "Prestupné bývanie v meste Martin" predstavuje prirodzené rozšírenie existujúcej bytovej politiky mesta Martin, ktorej politika prideľovania bytov vo vlastníctve mesta Martin je zakotvená vo všeobecne záväznom nariadení č. 98/2012 (ďalej len "VZN") upravujúcom nájom nájomných bytov postavených z prostriedkov štátu zo dňa 06.02.2012. Zároveň, mesto Martin má vypracovaný a schválený strategický dokument Program hospodárskeho, sociálneho a kultúrneho rozvoja mesta Martin pre roky 2016-2023, ktorý upravuje formy prestupnej pomoci cieľovej skupine v oblasti sociálnej i bytovej v zmysle požiadaviek Európskych štrukturálnych a investičných fondov. Projekt nadväzuje i na poskytovanie sociálnych služieb krízovej intervencie a dlhodobej starostlivosti na základe zákona č. 448/2008 Z. z. o sociálnych službách, čo bude viesť k zvyšovaniu úrovne bývania na základe osobnej aktivity jednotlivca alebo rodiny. Projekt "Prestupné bývanie v meste Martin" je postavený na dodržiavaní presne stanovených zásad (zásada prestupnosti s vnútornou obojsmernou dynamikou, zásada vnútornej motivácie a aktivity klienta, zásada budovania kreditu a zásada akceptačná - "Každý býva v tom, na čo spĺňa podmienky") s vytvorením 2 stupňov prestupného sociálneho bývania formou nájomného bývania určeného predovšetkým pre príslušníkov marginalizovaných rómskych komunít  (ďalej len "MRK") v lokalitách: Bambusky 28 (1. stupeň) a na Ul. Ambra Pietra 25 blok "B" (2. stupeň) s cieľom zamedziť čo možno najviac ich segregácii, stigmatizácii a getoizácii pri dodržaní povinných merateľných ukazovateľov. (Slovak)
