Obiectivul general al prezentei cereri de finantare il reprezinta capacitarea ONG-urilor si a autoritatilor publice cu scopul de a analiza, evalua, formula si promova propuneri alternative la politicile publice initiate de Guvern. Din aceasta perspectiva, grupul tinta al proiectului va fi instruit pentru a-si dezvolta capacitatea de analiza, corelare si completare a legislatiei in vigoare privind functionarea Structurilor Comunitare Consultative - CCC ( L292/2011, art. 5., lit. nn) ) ca structuri de sprijin in solutionarea nevoilor de servicii sociale ale comunitatii. Pentru atingerea obiectivul general al proiectului, Fundatia World Vision Romania, in calitate de unic beneficiar al prezentei interventii, va intreprinde actiuni specifice in 16 locatii de implementare pentru pilotarea si validarea modelului dezvoltat in proiect, orientate catre : adaptarea ONG-urilor, optimizarea proceselor si pregatirea resurselor umane pentru realizarea si punerea in aplicare a politicilor publice bazate pe dovezi, corelarea planificarii strategice cu bugetarea adecvata, dezvoltarea de mecanisme/instrumente de consolidare a dialogului social si civic, dezvoltarea capacitatii partenerilor sociali si a ONG-urilor prin instruiri, activitati intreprinse in comun, participarea si dezvoltarea de retele tematice locale/nationale/europene; dezvoltarea responsabilitatii civice, de implicare a comunitatilor locale in viata publica si de participare la procesele decizionale, de promovare a egalitati de sanse si nediscriminarii, precum si a dezvoltarii durabile. The general objective of this financing request is to empower NGOs and public authorities in order to analyse, evaluate, formulate and promote alternative proposals to public policies initiated by the Government. From this perspective, the target group of the project will be trained to develop its capacity to analyse, correlate and supplement the legislation in force on the functioning of the Community Consultative Structures – CCC (L292/2011, Art. 5. nn)) as support structures in solving the social services needs of the community. In order to achieve the general objective of the project, World Vision Romania Foundation, as the sole beneficiary of this intervention, will undertake specific actions in 16 implementation locations for piloting and validating the model developed in the project, oriented towards: adapting NGOs, optimising processes and preparing human resources for the implementation and implementation of evidence-based public policies, linking strategic planning with adequate budgeting, developing mechanisms/tools for strengthening social and civic dialogue, developing the capacity of social partners and NGOs through training, joint activities, participation and development of local/national/European thematic networks; developing civic responsibility, involving local communities in public life and participating in decision-making processes, promoting equal opportunities and non-discrimination, as well as sustainable development.
