Głównym cel projektu jest jasno powiązany i bezpośrednio wynika z Celu Strategicznego 2 opracowanego Planu Gospodarki Niskoemisyjnej Gminy Sitno a jest nim "ograniczenie emisji zanieczyszczeń komunikacyjnych". Jego osiągnięcie nastąpi poprzez zrealizowanie celu operacyjnego 2.2 w/w dokumentu tj. "Budowa, przebudowa i remont oświetlenia ulicznego oraz urządzeń bezpieczeństwa ruchu drogowego". Przedmiotowy projekt zakłada instalację i wymiany opraw oświetleniowych przy drogach lokalnych na urządzenia energooszczędne. Projekt realizowany będzie na terenie całej Gminy Sitno. Rezultatem przeprowadzonych działań będzie zmodernizowanie 550 punktów świetlnych (istniejących opraw sodowych na oprawy LED wraz z kompleksowym systemem zarządzania energią na zasadzie wbudowanego modułu obniżającego natężenie oświetlenia w godzinach nocnych). Pozwoli to także na wygenerowanie wymiernych efektów ekologiczno-środowiskowych w postaci redukcji emisji gazów cieplarnianych - 96,87 CO2/rok. Bezpośrednio z instalacji korzystać będą mieszkańcy całej Gminy Sitno. Zgodnie z "Programem ochrony powietrza dla strefy lubelskiej" analiza udziałów wpływu poszczególnych rodzajów źródeł na wysokość stężeń pyłu PM10 wykazała znaczny wpływ źródeł spalania paliw w indywidualnych systemach grzewczych, tzw. "niskiej emisji". Na terenie Gminy Sitno nie stwierdzono przekroczenia choćby jednego poziomu dopuszczalnego lub docelowego w odniesieniu do substancji podlegających ocenie jakości powietrza. Natomiast zgodnie obowiązującym Planem Gospodarki Niskoemisyjnej Gminy Sitno na lata 2016-2023 muszą być podejmowane działania naprawcze, które skierowane są głównie na te rodzaje źródeł emisji związanych z tzw. "niska emisją". Przedmiotowy Projekt można zaliczyć do działań naprawczych, o których mowa w w/w dokumentach, gdyż w pewnym stopniu umożliwi ograniczenie "niskiej emisji", przez ograniczenie spalania paliw w konwencjonalnych do celów produkcji energii elektrycznej." The main objective of the project is clearly linked and directly follows from Strategic Objective 2 of the Low-Emission Management Plan of Sitno, which is to “reduce transport pollutant emissions”. This will be achieved through the achievement of operational objective 2.2 of the above-mentioned document, i.e. Construction, reconstruction and renovation of street lighting and road safety equipment. The project in question involves the installation and replacement of luminaires on local roads for energy-saving devices. The project will be implemented throughout the municipality of Sitno. The result of the activities will be the modernisation of 550 light points (existing sodium luminaires for LED luminaires together with a comprehensive energy management system on the basis of a built-in module to reduce the intensity of light during the night). It will also generate measurable environmental and environmental effects in the form of reductions in greenhouse gas emissions – 96.87 CO2/year. Residents of the entire municipality of Sitno will use the installation directly. In accordance with the ‘Air Quality Programme for the Lublin Zone’, the analysis of the contribution of different types of sources to the height of PM10 concentrations showed a significant impact of fuel combustion sources in individual heating systems, so-called. “low Emissions”. In the municipality of Sitno it was not found that at least one limit or target level was exceeded for substances subject to an air quality assessment. However, according to the current Low-Emission Management Plan of Sitno Municipality for 2016-2023, corrective actions must be taken, which are mainly targeted at those types of emission sources associated with the so-called. “low emission.” This project can be classified as the corrective measures referred to in the above mentioned documents, as it will to some extent allow the reduction of "low emissions" by limiting the combustion of conventional fuels for the purpose of electricity production.” (English)
