The axis of the project is the thermomodernisation of the building of the Town Hall in Żary, located at Rynek 1-5 square. Elements of the project under consideration: 1 Project preparation: 1.1 Elaboration of an energy audit (together with a summary of the factual and ecological effect and an analysis of the fulfilment of formal and substantive criteria for ROP measure 3.2 – Lubuskie 2020 – type I of the project), 1.2 Elaboration of a functional and useful programme, 1.3 Update of ornithological expertise, 1.4 Elaboration of a feasibility study (including an environmental impact analysis). 2 Implementation of the investment(in the “design – build” mode): 2.1 Developing design documentation, 2.2 Construction works, 2.3 conservation (stratigraph) surveys resulting from the recommendations of Lubuskie Conservator of Monuments (recommended together with construction works in the “design – build” mode). 3 Project supervision: 3.1 Investor supervision, 3.2 Maintenance supervision. 4 Promotion of the project: 4.1 Information and promotion board. The main goal of the project at product level is the comprehensive thermomodernisation of the Town Hall building in Żary. It results in the main objective at the level of the result, which is to improve the energy efficiency of the Town Hall building in Żary. In turn, the objectives of the project are derived from this objective, which are at the level of the long-term result, i.e.: reducing emissions of harmful substances into the atmosphere, reducing the cost of building operation and improving the thermal comfort of the users of the facility. The main stakeholder groups of the project are: 1) Municipality of Żary with urban status and municipal authorities, 2) employees of the Municipal Office in Żary, 3) clients of the office, 4) residents of the commune. Osią projektu jest termomodernizacja obiektu Ratusza w Żarach, położonego przy placu Rynek 1-5. Elementy składające się na analizowany projekt: 1 Przygotowanie projektu: 1.1 Opracowanie audytu energetycznego (wraz z zestawieniem efektu rzeczowo-ekologicznego oraz analizą spełnienia formalnych i merytorycznych kryteriów dopuszczających dla działania 3.2 RPO – Lubuskie 2020 – typ I projektu), 1.2 Opracowanie programu funkcjonalno – użytkowego, 1.3 Aktualizacja ekspertyzy ornitologicznej, 1.4 Opracowanie studium wykonalności (wraz z analizą oddziaływania na środowisko). 2 Realizacja inwestycji(w trybie "zaprojektuj - wybuduj"): 2.1 Opracowanie dokumentacji projektowej, 2.2 Przeprowadzenie robót budowlanych, 2.3 Sondażowe badania konserwatorskie (stratygraficzne) wynikające z zaleceń Lubuskiego Konserwatora Zabytków (zlecane wraz z robotami budowlanymi w trybie "zaprojektuj - wybuduj"). 3 Nadzór nad projektem: 3.1 Nadzór inwestorski, 3.2 Nadzór konserwatorski. 4 Promocja projektu: 4.1 Tablica informacyjno-promocyjna. Podstawowym celem projektu na poziomie produktu jest kompleksowa termomodernizacja budynku Ratusza w Żarach. Wynika z niego cel główny na poziomie rezultatu, jakim jest poprawa efektywności energetycznej budynku Ratusza w Żarach. Z kolei z przedmiotowego celu wynikają cele projektu, znajdujące się na poziomie rezultatu długofalowego tj.: redukcja emisji substancji szkodliwych do atmosfery, zmniejszenie kosztów eksploatacji budynku oraz poprawa komfortu cieplnego użytkowników obiektu. Główne grupy interesariuszy projektu stanowią: 1) Gmina Żary o statusie miejskim oraz władze gminy, 2) pracownicy Urzędu Miejskiego w Żarach, 3) klienci urzędu, 4) mieszkańcy gminy. Efektem przedsięwzięcia będzie osiągnięcie wskaźników adekwatnych dla realizowanych w ramach projektu działań, które zostały określone i scharakteryzowane (poprzez wskazanie mierzalnych wielkości) w sekcji C wniosku o dofinansowanie projektu.[...] (Polish)
