Hrvatski zavod za zapošljavanje provodi mjere obrazovanja, osposobljavanja i prekvalifikacije radi nadogradnje postojećih znanja ili vještina te usvajanja novih, a s ciljem stvaranja potrebne kvalificirane radne snage te smanjenja nesrazmjera ponude i potražnje na svim razinama tržišta rada.Ovom operacijom podiže se razina kvalificiranosti i smanjuje rizik od dugotrajne nezaposlenosti dugotrajno nezaposlenim osobama starijima od 29 godina, osobama starijim od 29 godina s nezavršenim srednjoškolskim obrazovanjem i osobama starijima od 54 godine prijavljenima u evidenciju nezaposlenih.
