(11K,9M) dorosłych (pow.18 r.ż), zagrożonych ubóstwem lub wykluczeniem społ., które w 1-szej kolejności wymagają aktywizacji społecznej-będące os. korzystającymi ze świadczeń pomocy społecznej zg. z ustawą z 12.03.2004 r. o pomocy społecznej lub kwalifikujące się do objęcia wsparciem pomocy tj. spełniające co najmniej jedną z przesłanek określonych w art.7 ww.ustawy (w tym os. z niepełnosprawnością w roz. ustawy z 27.08.1997 r. o rehabilitacji zawod. i społ. oraz zatrudn. ON, a także os. z zaburzeniami psychicznymi, w roz. ustawy z 19.08.1994 r. o ochronie zdrowia psych., korzystające z PO PŻ) o cechach: - wyłącznie os bierne zawod.(90% UP) lub bezrobotne (10% UP) - wyłącz. os.zamieszk. na obsz. ŁOM, tj. w M. Łódź i pow.: brzeziński, łódzki wsch., pabianicki, zgierski, a min. 21% uczestn. to os. zamieszkujące obszar rewitaliz.
