The implementation of the project is to be completed by 2020: products containing asbestos from construction works (roof coverings, façades or parts thereof) of asbestos waste from storage sites in real estate, in quantities of approximately 2240 Mg. The construction works catalogue are: residential buildings, buildings, industrial buildings, residential and economic buildings, others (e.g. altanks). Asbestos will be removed in the form of corrugated and flat asbestos cement plates, spray insulation products containing asbestos, asbestos sealants, pipes and connectors. The contractor selected by way of public procurement shall perform the task. He will be required to apply the requirements of the legal regulations in force, in particular the Regulation of the Minister for Labour and Social Policy of 2.04.2004 on the methods and conditions for safe use and disposal of articles containing asbestos and in the Regulation of the Minister for Economic Affairs and Labour of 14.10.2005 on the principles of health and safety at work in securing and removing asbestos products and a training programme for the safe use of asbestos products, and to have a ‘Promeassa’ of a landfill manager of asbestos waste which confirms the possibility of receiving asbestos waste. The project will allow a significant part of products containing asbestos containing asbestos to be removed from the City of Krakow. The remaining part should be deleted by 2032, which is authorised by the Regulation. The Minister for the Economy of 13.12.2010 on the requirements for the use and treatment of articles containing asbestos and the use and treatment of articles containing asbestos which specify that asbestos-containing products or equipment are cleaned by removing or replacing asbestos-containing products in a way that does not pose a risk to the environment and humans by 31.12.2032. Realizacja projektu zakłada usunięcie do 2020r.: wyrobów zawierających azbest z obiektów budowlanych (pokryć dachowych, elewacji lub jej części) odpadów azbestowych z miejsc ich składowania na nieruchomościach, w ilości około 2240 Mg. Katalog obiektów budowlanych to: budynki mieszkalne, budynki gospodarcze, budynki przemysłowe, budynki mieszkalno-gospodarcze, inne (np. altanki). Usunięcie obejmie azbest w postaci płyt azbestowo-cementowych falistych i płaskich, izolacji natryskowej środkami zawierającymi w swoim składzie azbest, szczeliwa azbestowe, rury i złącza. Zadanie wykona Wykonawca wyłoniony w drodze zamówienia publicznego. Będzie on zobowiązany do stosowania wymagań zawartych w obowiązujących regulacjach prawnych w szczególności w rozporządzeniu Ministra Pracy i Polityki Społecznej z dnia 2.04.2004 r. w sprawie sposobów i warunków bezpiecznego użytkowania i usuwania wyrobów zawierających azbest oraz w rozporządzeniu Ministra Gospodarki i Pracy z dnia 14.10.2005 r. w sprawie zasad bezpieczeństwa i higieny pracy przy zabezpieczaniu i usuwaniu wyrobów zawierających azbest oraz programu szkolenia w zakresie bezpiecznego użytkowania takich wyrobów, a także posiadać „Promesę” od zarządzającego składowiskiem odpadów azbestowych potwierdzającą możliwość odbioru odpadów azbestowych. Projekt pozwoli na usunięcie znaczącej części wyrobów zawierających azbest zinwentaryzowanych na terenie Miasta Krakowa. Pozostała ich część powinna zostać usunięta do 2032 r. co jest dopuszczone rozp. Ministra Gospodarki z dnia 13.12.2010 r. w sprawie wymagań w zakresie wykorzystywania wyrobów zawierających azbest oraz wykorzystywania i oczyszczania instalacji lub urządzeń, w których były lub są wykorzystywane wyroby zawierające azbest, które określa, że instalacje lub urządzenia zawierające azbest oczyszcza się przez usunięcie wyrobów zawierających azbest lub ich wymianę na bezazbestowe w sposób niestwarzający zagrożenia dla środowiska i ludzi w terminie do 31.12.2032r.
