The project consists of the installation of the solar collectors system and water heaters with the required installation in the buildings of individual customers of the rural district of Biała Podlaska. The equipment necessary for the operation of the network shall be located on and within the buildings owned by the natural persons to which the municipality has the right to dispose of the owner’s consent, expressed as such, on the basis of the written consent of the owner. depending on the number of persons/users and the demand for central water, the number of solar collectors installed varies from 2 to 4. The results of the project are based on: reducing CO2 emissions, reducing fuel consumption, generating energy savings, leading to cost reductions. The project envisages the installation of 537 units of installations with a nominal capacity of 1.996 MW. The use and subsequent exploitation of the two installations using renewable energy sources will in future meet the objectives related to financial savings, risk diversification, the reduction of environmental pressures and educational objectives, in particular in relation to the local population. The cost of the eligible project also includes expenditure for investment supervision, promotion activities, project management. Ineligible expenditure is the VAT and the part of the collectors not linked to the production of renewable energy. Pursuant to Resolution No XXXVII/607/2013 of the Lubelskie Provincial Assembly of 25 November 2013 adopting the ‘Air Protection Programme for the Lublin Zone’, an air quality plan was adopted, which included the city of Biała Podlaska in a zone facing increased air pollution due to the detected exceeding of the acceptable or definitive levels for substances subject to air quality assessment. The municipality has not been designated as a surveillance zone, but the proximity of the area of the city may give rise to an increased level of air pollution. (English) | |||

Realizacja projektu polega na zamontowaniu systemu kolektorów słonecznych oraz podgrzewaczy wody wraz z wymaganą instalacją w budynkach odbiorców indywidualnych gminy wiejskiej Biała Podlaska. Urządzenia niezbędne do funkcjonowania sieci będą usytuowane na i w budynkach stanowiących własność osób fizycznych, do których gmina posiada prawo do dysponowania na podstawie dokumentu pisemnej zgody właściciela wyrażonej w zawartej umowie.W zależności od liczby osób/użytkowników oraz zapotrzebowania na centralną wodę użytkową liczba montowanych kolektorów słonecznych waha się od 2 do 4. Efekty realizacji projektu zakładają: ograniczenie emisji CO2, Redukcję zużycia paliwa, wygenerowanie oszczędności energii, co prowadziło będzie do zmniejszenia kosztów. W ramach projektu planowane jest zamontowanie 537 szt. instalacji o mocy nominalnej 1,996 MW. Fakt wykorzystania i późniejszej eksploatacji dwóch instalacji wykorzystujących odnawialne źródła energii pozwoli w przyszłości realizować cele związane z oszczędnościami finansowymi, dywersyfikacją ryzyka, zmniejszeniem obciążenia środowiska naturalnego oraz cele edukacyjne, zwłaszcza w odniesieniu do społeczności lokalnej. Koszt kwalifikowany projektu obejmuje również wydatki na nadzór inwestycyjny, działania promocyjne, zarządzanie projektem. Wydatki niekwalifikowane to podatek VAT oraz część kolektorów niezwiązana z produkcją energii odnawialnej. Uchwałą nr XXXVII/607/2013 Sejmiku Województwa Lubelskiego z dnia 25 listopada 2013 r. w sprawie przyjęcia "Programu ochrony powietrza dla strefy lubelskiej" przyjęto plan ochrony powietrza, który zaliczał Miasto Biała Podlaska do strefy zagrożonej zwiększonym zanieczyszczeniem powietrza z uwagi na stwierdzone przekroczenie poziomu dopuszczalnego lub docelowego w odniesieniu do substancji podlegających ocenie jakości powietrza. Gmina wiejska nie została wyznaczona jako obszar zagrożony, jednak bliskość obszaru Miasta może powodować zwiększony poziom zanieczyszczenia powietrza. (Polish)
