The project concerns the award of grants to 25 municipalities, urban-rural and urban, to carry out public consultations in the area of spatial planning and planning.The consultation process will consist of two phases.The first (covering the period between the adoption of a resolution by the municipality to draw up/amend the local plan or the study of the transmission of the draft planning document drawn up for the opinion of the urban and architectural commissions) will be attended by 25 local authorities.In the second phase of the consultation (from the setting of the plan or study to the public view and the transmission of an agreed draft plan or study on the Municipal Council for adoption), there will be 5 municipalities.The essence of our actions is a comprehensive substantive support to the representatives of the local government involved in the project, leading to an increase in the efficiency of the public consultation process and thus strengthening the institutional and local administration to improve spatial planning processes.The sequence of actions is as follows:— The process of selecting local and regional authorities — the development of an individual consultation plan — the award of grants — support for training and coaching at the various stages of the consultation process — monitoring the implementation of the consultation processes — dissemination of tools and forms of consultation — evaluation of the consultation activities, would create an advantage for many years of experience in implementing participating projects (including innovative ones), choosing an interdisciplinary team of support experts.The FIM undertakes (including in the period after completion of the project) to monitor, in the municipalities participating in the project, to submit the planning documents to the municipal council for the approval of the planning documents drawn up in the context of the consultation and to inform the IOK of the documents submitted.     Projekt dotyczy przyznania grantów 25 gminom wiejskim, miejsko-wiejskim i miejskim na przeprowadzenie konsultacji społecznych w obszarze planowanie i zagospodarowania przestrzennego. Proces konsultacji składać się będzie z dwóch etapów. W pierwszym (obejmującym okres pomiędzy przyjęciem przez gminę uchwały o przystąpieniu do sporządzenia/zmiany planu miejscowego lub studium przekazaniem sporządzonego projektu dokumentu planistycznego do opinii komisji urbanistyczno-architektonicznej) uczestniczyć będzie 25 samorządów. W drugim etapie konsultacji (od wyłożenia planu lub studium do publicznego wglądu a przekazaniem uzgodnionego projektu planu lub studium na radzie gminy do uchwalenia) uczestniczyć będzie 5 gmin. Istotą naszych działań jest wszechstronne merytoryczne wsparcie przedstawicieli samorządów biorących udział w projekcie prowadzące do zwiększenia efektywności procesu konsultacji społecznych i tym samym wzmocnienie instytucjonalnego administracji samorządowej w zakresie usprawnienia procesów planowania przestrzennego. Sekwencja działań przedstawia się następująco: - realizacja procesu naboru samorządów - opracowanie indywidualnego planu konsultacji - przyznanie grantów - wsparcie szkoleniowo-coachingowe na poszczególnych etapach procesu konsultacji - monitorowanie realizacji procesów konsultacji - upowszechnienie narzędzi i form prowadzenia konsultacji - ewaluacja działań konsultacyjnych Naszym atutem jest wieloletnie doświadczenie w zakresie realizowania projektów partycypacyjnych (w tym innowacyjnych), dobór interdyscyplinarnego zespołu ekspertów wspierających. FIM zobowiązuje się (również w okresie po zakończeniu realizacji projektu) do monitorowania w gminach uczestniczących w projekcie przedkładania radzie gminy do zatwierdzenia dokumentów planistycznych, wypracowanych w ramach konsultacji i informowania IOK o przedłożonych dokumentach.
