    Inwestycja zlokalizowana jest we wsch. części Olsztyna i stanowi niezbędne powiązanie układu drogowego w ciągu DK51 z realizowaną przez GDDKiA południową obwodnicą Olsztyna w ciągu DK16, związane z wyprowadzeniem ruchu samochodowego z miasta. Podstawowy zakres Projektu obejmuje: Zadanie 1: Budowa ul.Towarowej na odcinku od skrzyżowania ul.Towarowej z ul.Budowlaną do projektowanej obwodnicy Olsztyna: -budowę i przebudowę skrzyżowań z ul.Budowlaną i ul.Cementową -budowę dróg obsługujących, ścieżek rowerowych i chodników, zatok autobusowych, zjazdów oraz wiaduktu drogowego -przebudowę kolidującej infrastruktury -wyburzenia kolidujących budynków i obiektów inżynierskich -wycinkę drzew oraz nowe nasadzenia zieleni Zadanie 2: Przebudowa ul.Towarowej od skrzyżowania ul.Towarowej z ul. Leonharda do skrzyżowania z ul.Budowlaną: -przebudowę skrzyżowań z ul.Leonharda, ul.Stalową oraz ul.Sprzętową -budowę dróg obsługujących, ścieżek rowerowych i chodników, zatok autobusowych, zjazdów oraz wiaduktu drogowego -przebudowę kolidującej infrastruktury -wyburzenia kolidujących budynków i obiektów inżynierskich -wycinkę drzew oraz nowe nasadzenia zieleni W zakresie Projektu są dwa elementy, których zakres wynika z dok. projektowej dla Zadania 3 (ul.Lubelska), a które są niezbędne dla realizacji Zadania 1 i 2. Są to budowa odcinka 29 m ul.Budowlanej oraz zbiornika retencyjnego wraz z kanałami. W wyniku realizacji projektu powstanie 0,39 km nowych dróg krajowych klasy G 2/2 (2 jezdnie po 2 pasy ruchu) o prędkości projektowanej 50 km/h i nośności nawierzchni 115 kN/oś oraz 2,17 km przebudowanych do wyższych parametrów dróg krajowych, jak również 3,04 km niezbędnych do prawidłowej obsługi ul. Towarowej dróg niższych kategorii. Głównymi użytkownikami ciągu będą mieszkańcy Olsztyna i jego obszaru funkcjonalnego, przedsiębiorcy oraz turyści. Brak realizacji projektu ograniczy dostępność transportową Miasta i możliwość optymalizacji układu drogowego po wybudowaniu obwodnicy. (Polish)
