The project consists of the computerisation of the ‘Back-office’ of the CAA in the scope of the activities carried out.The main objective of the project is to improve the performance of the CAO through the digitalisation of processes and procedures for the functioning of the back-office area.This will be done by putting in place arrangements for the operation of the Office’s undisclosed areas of activity to date.The project involves the launching or upgrading of the following functional modules, which will be composed of the Integrated Police Information System (ULC):• The Air Personnel Services Module,• Air Technology Module,• Services Module,• Civil Aviation Safety Module,• Civil Aviation Safety Module,• Module Lotnisk Records and aerodromes;• Civil Aviation Security Module,• Civil Aviation Security and Facilitation Module,• Authority Management Module.The implementation of these modules, as well as the activation of the SCAA, results from identified problems and needs arising in the Authority’s day-to-day operations and those addressed by customers and institutions cooperating with the ULC.The key stakeholders of the project will be all the staff of the ULC and indirectly clients and external actors with a need for handling cases in the CAO, the International and European Aviation Surveillance organisations.The project will expand the IT infrastructure of the ULC as well as trained staff of the applicant, including in particular the operation of the new system and administrators appropriately qualified to administer and maintain the impact of the project.It is assumed that, once the project has been completed, all the actions carried out at the Authority will be carried out with the use of the SCAA, thereby making it more efficient in carrying out its duties and carrying out the legal affairs for the identified project recipients.     Przedmiotem Projektu jest informatyzacja obszaru back-office ULC z zakresu realizowanej działalności. Głównym celem Projektu jest usprawnienie funkcjonowania działalności ULC poprzez cyfryzację procesów i procedur dotyczących funkcjonowania obszaru back-office. Odbędzie się to poprzez wdrożenie rozwiązań umożliwiających obsługę dotychczas niezinformatyzowanych obszarów działalności Urzędu. Projekt zakłada uruchomienie lub modernizację następujących modułów funkcjonalnych, które będą się składały na Zintegrowany System Informatyczny ULC: • Moduł Obsługi Personelu Lotniczego, • Moduł Techniki Lotniczej, • Moduł Obsługi Operacji Lotniczych, • Moduł Zarządzania Bezpieczeństwem w Lotnictwie Cywilnym, • Moduł Rejestru Lotnisk i Lądowisk, • Moduł Obsługi Ochrony Praw Pasażerów, • Moduł Ochrony i Ułatwień w Lotnictwie Cywilnym, • Moduł Zarządzania Rynkiem Transportu Lotniczego, • Moduł Żeglugi Powietrznej, • Moduł Zarządzania Urzędem. Wdrożenie powyższych modułów oraz uruchomienie ZSI-ULC wynika ze zidentyfikowanych problemów i potrzeb, jakie występują w codziennej działalności Urzędu oraz kierowanych przez Klientów i instytucji współpracujących z ULC. Najważniejszymi interesariuszami Projektu będą wszyscy pracownicy ULC oraz pośrednio klienci i podmioty zewnętrzne mające potrzeby załatwiania spraw w ULC, organizacje nadzoru lotnictwa Międzynarodowe i Europejskie. W ramach Projektu zostanie rozbudowana infrastruktura IT ULC, a także przeszkoleni pracownicy wnioskodawcy, w tym szczególnie z obsługi nowego systemu oraz administratorzy uzyskają odpowiednie kwalifikacje do administrowania i utrzymania efektów Projektu. Zakłada się, że po zakończeniu realizacji Projektu wszystkie działania realizowane w Urzędzie będą się odbywały z wykorzystaniem ZSI-ULC, co spowoduje efektywniejsze wykonywanie swoich obowiązków oraz realizowanie spraw ustawowych dla zidentyfikowanych odbiorców Projektu.
