Following the entry into force of the Act on the National Revenue Administration and changes to the European Commission’s Roadmap for the implementation of the Union Customs Code, it became necessary to adapt the timetable for the implementation of the previous project to the environmental changes.As a result of the updating exercise, it has been decided to carry out a project known as the “Electronic Systems for Tax and Customs Services Platform” (PUESC) in the formula set out in this proposal.The core of the PUESC is to provide the NRA’s electronic customer service to the end by improving the existing and implementing new e-services related to:customs clearance, taking into account new Union requirements and the need to harmonise, electronics and improve the handling of services by the various services involved in the process, while supporting the implementation of tasks relating to the safety of goods and market protection;the crossing of the border, based on maximum automation and electronics enabling the process to be carried out quickly, efficiently, in line with customers’ expectations and contemporary technological standards, while ensuring a high level of security at the external border of the European Union;the customer’s administration, inter alia in terms of enabling activities, clearing special procedures, issuing decisions, as well as on excise duties using transaction, personalised electronic communication channels.As a result of the project, 11 electronic services will be launched.These services will provide more comfort and reduce the length of time for customers to carry out their business processes, to resolve cases remotely, irrespective of their place of business or residence.It is assumed that the National Revenue Administration will improve the digital efficiency of the National Revenue Administration in order to increase the number of electronic documents served and to expand the scope of the cases dealt with electronically.A description of the project in the year.1.3 SW.     W związku z wejściem w życie ustawy o Krajowej Administracji Skarbowej oraz zmianami w harmonogramie działań Komisji Europejskiej dot. wdrożenia Unijnego Kodeksu Celnego konieczne stało się dostosowanie harmonogramu realizacji poprzednio realizowanego projektu do zmian otoczenia. W wyniku działań aktualizacyjnych podjęto decyzję o realizacji projektu o nazwie „Platforma Usług Elektronicznych Skarbowo-Celnych” (PUESC) w formule przedstawionej w niniejszym wniosku. Istotą Projektu PUESC jest zapewnienie elektronicznej obsługi klienta KAS end–to–end dzięki udoskonaleniu istniejących oraz wdrożeniu nowych e-usług związanych z: dokonywaniem odprawy celnej z uwzględnieniem nowych wymagań unijnych oraz konieczności ujednolicenia, elektronizacji i usprawnienia obsługi przez różne służby uczestniczące w procesie, przy jednoczesnym wsparciu realizacji zadań związanych z zapewnieniem bezpieczeństwa obrotu towarowego i ochrony rynku; przekraczaniem granicy w oparciu o maksymalną automatyzację i elektronizację, co pozwoli realizować proces szybko, sprawnie, zgodnie z oczekiwaniami klientów oraz współczesnymi standardami technologicznymi, zapewniając jednocześnie wysoki poziom bezpieczeństwa zewnętrznej granicy Unii Europejskiej; obsługą administracyjną klienta m.in. w zakresie umożliwienia działalności, rozliczenia procedur specjalnych, wydawania decyzji, jak również w sprawach związanych z podatkiem akcyzowym przy wykorzystaniu transakcyjnych, spersonalizowanych kanałów komunikacji elektronicznej. W wyniku realizacji projektu zostanie uruchomione 11 usług elektronicznych. Ww. usługi zapewnią większą wygodę i skrócenie czasu realizacji przez klientów ich procesów biznesowych, umożliwią załatwianie spraw zdalnie, niezależnie od miejsca prowadzonej działalności i pobytu. Zakłada się osiągnięcie poprawy cyfrowej efektywności KAS w zakresie zwiększenia liczby obsługiwanych elektronicznie dokumentów i poszerzenia zakresu spraw załatwianych elektronicznie.
