The objective is to modernise the sections of the transmission heating network with low energy efficiency (large heat losses).The project is a continuation of the project:“Redeployment of the Olsztyn heat distribution system through the use of energy efficient solutions”, implemented in 2007-2015 in the framework of Action 9.2 Effective Energy Distribution of EIOP.The tasks planned to be carried out by the company in the period 2017-2020 have been divided into two phases because of the very large material and financial scope.They are independent of each other in terms of both financial and technical feasibility.The first stage is included in the list of primary IT and in the third quarter of 2016, a proposal has been made to co-finance the implementation of the ITI under the OPI & E measure 1.5.This project is the second phase of the project.Looking at the investment needs of Miejskie Przedsiębiorstwo Energetyki Cieplnej Sp. z o.o., it took into account both the deficiencies arising from the technical condition of the heat distribution system, the investment needs in relation to the planned demand for the company’s services and the investment needs in order to rationalise, rationalise and minimise the negative environmental impact of the existing system.The two main components of the planned phases of the investment were affected by two of the following:the technical state of the district heating network and the minimisation of the environmental impact.Both these factors are closely linked, since the efficiency of the heat distribution system directly affects the amount of energy losses generated by the heat distribution process in the Olsztyn urban distribution system and, therefore, the amount of fuel consumption used in the two existing sources for the district heating network. Realizacja zadania ma na celu modernizację odcinków sieci ciepłowniczej dystrybucyjnej o niskiej efektywności przesyłu energii (duże straty ciepła). Przedsięwzięcie jest kontynuacją projektu pn. „Przebudowa systemu dystrybucji ciepła w Olsztynie poprzez zastosowanie energooszczędnych rozwiązań”, realizowanego w latach 2007-2015 w ramach Działania 9.2 Efektywna Dystrybucja Energii POIiŚ. Zadania planowane do realizacji przez przedsiębiorstwo w latach 2017-2020 zostały podzielone na dwa etapy ze względu na bardzo duży zakres przedmiotowy i finansowy. Są to etapy niezależne od siebie zarówno pod względem wykonalności finansowej, jak i technicznej i organizacyjnej. Pierwszy etap znajduje się na liście podstawowej ZIT i w III kwartale 2016 roku na dofinansowanie jego realizacji został złożony wniosek w ramach procedury pozakonkursowej Działania 1.5 POIiŚ. Niniejszy projekt to drugi etap przedsięwzięcia. Analizując potrzeby inwestycyjne Miejskiego Przedsiębiorstwa Energetyki Cieplnej Spółka z o.o. w Olsztynie brano pod uwagę zarówno braki wynikające ze stanu technicznego systemu dystrybucji ciepła, potrzeby inwestycyjne w odniesieniu do planowanego popytu na usługi przedsiębiorstwa, jak i potrzeby inwestycyjne związane z uporządkowaniem, racjonalizacją i minimalizacją negatywnego wpływu na środowisko funkcjonowania istniejącego systemu. Na zakres zaplanowanych etapów inwestycji w głównej mierze wpływ miały dwa czynniki z wymienionych powyżej: stan techniczny miejskiej sieci ciepłowniczej oraz zminimalizowanie wpływu na środowisko naturalne. Oba te czynniki są ze sobą ściśle powiązane, gdyż sprawność funkcjonowania systemu dystrybucji ciepła w bezpośredni sposób ma wpływ na wielkość strat energii powstających w procesie dystrybucji ciepła w miejskim systemie dystrybucyjnym Olsztyna, a co za tym idzie - na wielkość zużycia paliwa węglowego stosowanego w dwóch istniejących źródła zasilających miejską sieć ciepłowniczą.
