Z dosavadních zkušeností vyplývá potřeba vytvoření účinné strategie v oblasti výchovy a vzdělávání. Cílem je nalezení modelu místního efektivního vých. a vzděl. systému zahrnujícího změny podmínek pro jejich uskutečňování.
