    Obszar rewitalizacji o pow. 140 ha,stanowi 6,26% pow. miasta, 9851 mieszkańców - 16,67% populacji miasta. Celem projektu jest zwiększenie dostępu do miejsc świadczenia usług społecznych dla rodzin ze Starego Miasta i Zatorza, którzy wymagają wsparcia, umożliwiającego im prawidłowe funkcjonowanie w rodzinie i społeczeństwie. Zostaną wyremontowane budynki przeznaczonych do pełnienia nowych funkcji: FIS, pomieszczenia biblioteczne x 2, Podgórna 8, Elżbiety 19 b.,zagospodarowana przestrzeń publiczna (plac zadworcowy i place zabaw 3300 m2; kładka wraz z zagosp. terenu wzdłuż kanału Młyńskiego:ok. 235 m, zagosp. ul.Krętej-65 mb i ul.Podgórnej-157 mb, remont ul.K.Jadwigi - 136 mb), modernizacja infrastruktury technicznej dla renowacji przestrzeni publicznej, odnowa fizyczna terenu przez wprowadzenie funkcji uzupełniającej działania społeczne.
