The project includes the construction of a passive public utility building with the function of the Civil State Office, public library, common room, rehabilitation room and garage, including the execution of works: demolition and preparatory, earthly, insulated foundations, external, internal, partition walls, reinforced concrete structures – ceiling panels, substrings, pillars; substrates, floors; windows, including sheets and doors; plaster and cladding; facades; roof construction and cover, sheet metalworking; hardening of the terrain; other works, sanitary installations: mechanical ventilation of spaces; ground heat exchanger; ACP iA ventilation units; water-channel, c.w.u. and central heating – water and sewerage connection; plumbing and wall drainage; central heating; modernisation of solar installations; the water; primary and emergency lighting systems; photovoltaic installation; other electrical installations: sockets, SSP fire alarms, smoke, lightning, anti-icing, advanced control, power supply of technological equipment; low current electrical installations: computer and RTV. Inwestor i Beneficjent główny - Gmina Witonia. Beneficjenci końcowi - mieszkańcy gminy. Cel bezpośredni - zminimalizowanie zapotrzebowania na energię, uniknięcie zużycia paliw konwencjonalnych i emisji zanieczyszczeń powietrza odpowiedzialnych za zjawisko niskiej emisji i emisji gazów cieplarnianych. Zastosowanie OZE pozwoli na wzrost bezpieczeństwa energetycznego. Projekt wpłynie na wzrost konkurencyjności gospodarki niskoemisyjnej w gminie i regionie, jej konkurencyjności i atrakcyjności społeczno-gospodarczej. Projekt demonstracyjny, cel - wywołanie efektu zachęty dla innych władz, mieszkańców i przedsiębiorców do inwestowania w takie obiekty. Cel pośredni - promocja Gminy, jako wspierającej działania służące jej mieszkańcom.
