The project fulfils the objectives enshrined in the Europe 2020 Strategy, the Long-term Development Strategy of the Country 2030, SR 2020 and SR WD 2020. It is also based on the objectives of the CRS 2014-2020, a policy framework aimed at action and supporting territorial cohesion as a new EU objective. The aim of the Project is to provide the necessary human resources and fully absorb funds due to the high qualifications of employees implementing RPO 2014-2020 in Lower Silesia. Ensuring the appropriate capacity and administrative capacity of the institutions responsible for efficient and efficient management and implementation of the Programme will be done by financing the remuneration of staff involved in the implementation of the ROP of the HR (preparation, management, implementation, monitoring, evaluation, information and promotion, audit, certification and control) and upgrading their professional qualifications (e.g. workshops, training, seminars, conferences, language courses, post-graduate studies and other forms of professional improvement). Specific training will be carried out to meet the needs identified at the level of implementation of the Programme and individual training, carried out on the basis of the institution’s training plans. The rules for the financing of remuneration and training for staff involved in the implementation of the Programme will be defined and based on the Human Resources Action Plan involved in the implementation of the ROP HAP Cohesion Policy for the period 2014-2020. It is particularly important to maintain qualified staff and ensure a smooth transition between the following programming periods: 2007-2013, 2014-2020 and the post-2020 perspective, taking into account the need to build on existing experiences. Achieving this objective will result in the availability of the necessary and competent staff resources to enable the smooth management and implementation of ROPs CPD 2014-2020, the high quality of the projects implemented and the high absorption of the ESF.     Projekt realizuje cele zapisane w Strategii Europa 2020, Długookresowej Strategii Rozwoju Kraju 2030, SRK 2020 oraz SR WD 2020. Opiera się również na założeniach WRS 2014-2020, ramach polityki ukierunkowanej na działania i służącej wsparciu spójności terytorialnej jako nowego celu UE. Celem Projektu jest zapewnienie niezbędnych zasobów ludzkich oraz pełna absorpcja środków dzięki wysokim kwalifikacjom pracowników realizujących RPO 2014-2020 na Dolnym Śląsku. Zapewnienie odpowiedniego potencjału i zdolności administracyjnych instytucji odpowiedzialnych za efektywne i sprawne zarządzanie i wdrażanie Programu odbywać się będzie poprzez finansowanie wynagrodzeń pracowników zaangażowanych w realizację RPO WD (przygotowanie, zarządzanie, wdrażanie, monitorowanie, ocenę, informację i promocję oraz audyt, certyfikację i kontrolę) oraz podnoszenie ich kwalifikacji zawodowych (np. warsztaty, szkolenia, seminaria, konferencje, kursy językowe, studia podyplomowe i inne formy doskonalenia zawodowego). Realizowane będą szkolenia specjalistyczne odpowiadające na potrzeby rozpoznane na poziomie wdrażania Programu oraz szkolenia indywidualne, przeprowadzane na podstawie planów szkoleń instytucji. Zasady finansowania wynagrodzeń oraz szkoleń przeznaczonych dla pracowników zaangażowanych we wdrażanie Programu zostaną określone i oparte na Planie działania w obszarze zasobów ludzkich zaangażowanych w realizację polityki spójności RPO WD w latach 2014-2020. Szczególnie istotne jest utrzymanie wykwalifikowanej kadry i zapewnienie płynnego przejścia pomiędzy kolejnymi okresami programowania: 2007-2013, 2014-2020 oraz perspektywą po 2020 r., z uwzględnieniem konieczności wykorzystania dotychczasowych doświadczeń. Osiągnięcie powyższego celu przyniesie rezultat w postaci dostępności niezbędnych i kompetentnych zasobów kadrowych umożliwiających sprawne zarządzanie i wdrażanie RPO WD 2014-2020, wysoką jakość realizowanych przedsięwzięć oraz wysoką absorpcję EFS.
