Celem głównym projektu jest: zwiększenie efektywności energetycznej budynków użyteczności publicznej oraz budynków mieszkalnych w Gminie Koluszki poprzez termomodernizację 25 obiektów. Grupą docelową projektu są uczniowie i kadra nauczycielska, pracownicy administracyjni i gospodarczy placówek objętych projektem, osoby użytkujące budynki mieszkalne w sumie ok.6313 osób oraz pośrednio wszyscy mieszkańcy gminy i województwa łódzkiego. Zakres rzeczowy projektu obejmuje: docieplenie ścian zewnętrznych, docieplenie ścian części piwnicznej, stropodachów, stropu ostatniej kondygnacji, wymianę okien, wymianę luksferów na okna, zamurowanie otworów okiennych, wymianę drzwi, modernizację systemu grzewczego (instalacji c.o. w zakresie poprawy izolacyjności, wymiany grzejników, zastosowanie termostatów i zaworów podpionowych, wymianę źródeł ciepła), modernizację oświetlenia wewnętrznego, montaż instalacji fotowoltaicznej, nakłady obejmują przeprowadzenie niezbędnych robót towarzyszących. Na potrzeby realizacji projektu została opracowana dokumentacja techniczna oraz audyty energetyczne. Nie przewidziano zagrożeń dla realizacji projektu: gmina posiada uregulowane kwestie własnościowe, dysponuje doświadczoną kadrą, środki na pokrycie wkładu własnego zostały zabezpieczone w budżecie gminy. Nad robotami zostanie ustanowiony inżynier kontraktu. W ramach projektu prowadzona będzie również promocja projektu, przewidziano również dodatek do wynagrodzenia dla osób zajmujących się projektem w ramach zarządzania. Projekt ma prawidłowo skonstruowane wskaźniki oceny i wywoła znaczne oddziaływania długoterminowe dla regionu. W wyniku realizacji projektu spadnie emisja gazów cieplarnianych o 2484,35 tony równoważnika CO2/rok. Projekt jest kompleksowy. Poprawa efektywności energetycznej w odniesieniu do staniu początkowego została obliczona na poziomie 77,16% (średnia dla wszystkich budynków). Projekt jest gotowy do wdrożenia. The main aim of the project is: increasing the energy efficiency of public buildings and residential buildings in the municipality of Koluszki through the thermo-modernisation of 25 facilities. The target group of the project is the students and educational staff, the administrative and economic staff of the project’s premises, the people using the apartment buildings in the sum of 6313 people and indirectly all inhabitants of the municipality and Łódzkie region. The scope of the project includes: insulation of the outer walls, insulation of the wall of the basement, the roof of the last floor, replacement of windows, replacement of windows, the renewal of window openings, renewal of window openings, replacement of doors, modernisation of the heating system (tertiary installations for improvement of insulation, radiators for radiators, use of thermostats and sub-vertical valves, replacement of heat sources), modernisation of the interior lighting, installation of the photovoltaic installation, investment includes the necessary accompanying works. Technical documentation and energy audits have been developed for the implementation of the project. There are no risks to the project: the municipality has a regulated ownership issue, has experienced staff, resources to cover the own contribution, have been secured in the municipal budget. A contract engineer will be established on the works. The project will also promote the project, as well as a supplement to the remuneration of project managers in the framework of management. The project has properly designed evaluation indicators and will have significant long-term effects for the region. As a result of the project, greenhouse gas emissions of 2484,35 tonnes of equivalent CO2/rok will decrease. The project is comprehensive. The improvement of the energy efficiency of the initial state was calculated at 77.16 % (average for all buildings). The project is ready for implementation.
