The Departmental Council of Eure-et-Loir has initiated a very high throughput diagnosis from its territory by the end of 2009. In 2011, the Departmental Assembly unanimously voted in favour of updating the SDTAN of Eure-et-Loir, whose guiding objectives are as follows: — Avoid a digital divide between the rural and more urban areas or those situated in Franco fringes, with 100 % of the professionals and the respective households, with access to a web network at a minimum rate of 10 Mbits/s, 90 % of which is to be found in 2020. Like the national targets, which are broken down into France’s high-speed broadband, the department’s very high-speed broadband goal of 2020 is to cover 78 % of the fibre fibre to the subscriber (FttH) (39 % of which is covered by the private initiative). The FTTH network deployed in the context of the operation which is the subject of this financing application constitutes a phase, autonomous and technically independent of a more comprehensive network deployed by Nume-et-Loir Numérique for the period 2013-2022, and which includes other non-eligible FttH deployments, as well as debit mounted on the most rural areas (covered by the EAFRD).     Le Conseil départemental d’Eure-et-Loir a initié un diagnostic Très Haut Débit de son territoire dès la fin 2009. En 2011, l’Assemblée départementale a voté à l’unanimité l’actualisation du SDTAN d’Eure-et-Loir, dont les objectifs directeurs sont les suivants : - Éviter une fracture numérique entre les territoires ruraux et ceux plus urbanisés ou situés en franges franciliennes, - Offrir à 100% des professionnels et des foyers euréliens un accès à un réseau internet avec un débit minimal de 10 Mbits/s, dont 90 % dès 2020. A l’instar des objectifs nationaux, déclinés dans le plan France Très Haut débit, l’objectif d’aménagement très haut débit du département à échéance 2020 est de couvrir 78% de la population en fibre optique à l’abonné (FttH) (dont 39% par l’initiative privée). Le réseau FttH déployé dans le cadre de l’opération objet de la présente demande de financement constitue une phase, autonome et techniquement indépendante d’un réseau plus global déployé par Eure-et-Loir Numérique sur la période 2013-2022 - et qui comporte d’autres déploiements FttH non éligibles, ainsi que des opérations de montées en débit sur les zones les plus rurales (émargeant sur le FEADER).
