Projekt zakłada rozwój posiadanego zaplecza produkcyjnego systemów satelitarnych o centrum badawczo-rozwojowe, składające się z: zaplecza projektowego dla układów satelitarnych, w szczególnośco układów kontroli satelitów, układów dystrybucji zasilania oraz układów pozycjonowania i kamer stosowanych w przestrzeni kosmicznej; prototypowni układów kosmicznych, pozwalającej na szybkie tworzenie zaprojektowanych układów przeznaczonych dla misji kosmicznych; zaplecza testowego dla zaprojektowanych i wykonanych prototypów.
