Projekt pn: "Budowa i wyposażenie trzech placówek opiekuńczo - wychowawczych we Włocławku" stanowi I etap inwestycji w infrastrukturę społeczną w oparciu o zapisy Ustawy o wspieraniu rodziny i systemu pieczy zastępczej. Zakres I etapu obejmuje budowę 3 budynków jednorodzinnych, parterowych z tarasami pełniących funkcje placówek opiekuńczo - wychowawczych, wraz z niezbędną infrastrukturą techniczną i wyposażeniem. Pierwszy z nich zlokalizowany będzie przy ul Sielskiej na części działki, na której obecnie znajduje się budynek Placówki Opiekuńczo – Wychowawczej „Maluch”. Będzie to obiekt z przeznaczeniem na placówkę opiekuńczo - wychowawczą typu interwencyjnego, terapeutycznego i socjalizacyjnego, dla nie więcej niż 14 dzieci o specjalnych potrzebach, przewlekle chorych, całkowicie lub częściowo pozbawionych opieki rodziców. Zarówno pokoje, jak i cała infrastruktura dostosowana zostanie do potrzeb dzieci niepełnosprawnych, uwzględniono gabinety rehabilitacji i terapii wielospecjalistycznej oraz "Salę Doświadczania Świata". Placówka ma zapewnić specjalistyczną opiekę chorym, niepełnosprawnym dzieciom oraz wymagającym specjalnej opieki i terapii. Pozostałe dwa domy zlokalizowane zostaną na ul. Jasnej, stanowić będą swoje lustrzane odbicie, z jedyną różnicą polegającą na usytuowaniu w Budynku 1 - garażu, a w Budynku 2 - kotłowni. Każda z placówek przeznaczona będzie do zamieszkania przez 14 starszych dzieci i młodzież wraz z opiekunami. Mając na względzie aktualne przepisy Rozporządzenia Ministra Infrastruktury w sprawie warunków technicznych, jakim powinny odpowiadać budynki i ich usytuowanie, obiekty objęte projektem zaprojektowano tak, aby spełnione zostały wymagania, jak dla zamieszkania zbiorowego. W ramach proj. wykonana zostanie również infrastruktura okalająca budynki oraz plac zabaw w każdej lokalizacji, wyposażony w elementy architektury wypoczynkowej. Project pn: ‘The construction and equipping of the three institutions providing care for Włocławek’ is the first stage of investment in social infrastructure on the basis of the provisions of the Act on family support and foster care. The scope of Phase I includes the construction of 3 single-family buildings with terraces that perform the functions of residential care and educational establishments, together with the necessary technical infrastructure and equipment. The first one will be located in the ul. Siewiński on the part of the plot on which the nursery office, the educator, is currently located. This facility will be used to provide care — up to 14 children with special needs, chronically ill, fully or partially unaccompanied parents, for no more than children with special needs. Both the rooms and the whole infrastructure will be adapted to the needs of children with disabilities, due account was taken of the surgeries of the rehabilitation and multiparty therapy and of the ‘World Declaration Balance’. The facility is to provide specialist care for sick, disabled children and require special care and treatment. The other two houses will be located on ul. Clearly, they will be their mirror reflection, with the only difference being placed on the Building 1-garage and in the Building 2 for the boiler. Each facility will be home to 14 older children and young people together with carers. In view of the current provisions of the Regulation of the Minister for Infrastructure on the technical conditions to be met by buildings and their location, the project sites have been designed to meet the requirements of collective residence. In addition, infrastructure will also be built around buildings and playground facilities at each location, equipped with elements of leisure architecture. As a second stage, two buildings owned by GM Włocławek are planned to be renovated and upgraded. (English)
